1. Project Overview

The North Country Rural Development Coalition (NRDC) is seeking bids for building upgrades to the existing hut structure at the Ticonderoga Community Ice Rink. The primary work includes structural repairs and upgrades to the hut, including replacing the roof, damaged siding, and the door. Additionally, the project involves installing a new 7’x10′ ADA-compliant restroom adjacent to the hut.

This project aims to improve the functionality and accessibility of the ice rink facilities for the community.

2. Scope of Work

The work to be performed includes, but is not limited to, the following:

  • Roof Replacement: Remove and replace the current roof, including any necessary support structures or insulation.
  • Siding Repairs: Remove and replace damaged or worn siding to restore the integrity and appearance of the building.
  • Door Replacement: Replace the existing door with a new, energy-efficient model.
  • ADA-Compliant Restroom: Installation of a new 7’x10′ restroom adjacent to the hut, ensuring compliance with the Americans with Disabilities Act (ADA) standards. This includes plumbing, electrical work, and all related infrastructure.
3. Proposal Requirements

Please provide a comprehensive breakdown of costs related to each segment of the project, including:

  • Material costs
  • Labor costs
  • Project timeline, including start and completion dates
  • Any potential project contingencies or exclusions

Additionally, all bidders are required to sign a Non-Collusion Certification Statement. The certification form is available upon request.

4. Site Visit

Bidders are encouraged to schedule a site visit to assess the scope of work in person. Site visits must be completed before the bid submission deadline.

5. Submission Instructions

Please submit all proposals by December 4, 2024, at 12:00 P.M. The following should be included in your submission:

  1. Bid Proposal with detailed cost breakdown.
  2. Non-Collusion Certification Statement (attached).
  3. Proof of Liability Insurance (upon bid award).
  4. Any additional documentation relevant to your qualifications or previous project experience.

6. Bid Evaluation Criteria

Bids will be evaluated based on the following factors:

  • Cost: Competitive pricing and transparency in cost breakdown.
  • Experience: Previous experience with similar projects, particularly with ADA-compliant installations.
  • Project Timeline: Ability to meet project deadlines and deliver on schedule.
  • Compliance: Adherence to the scope of work, as well as local building codes and ADA requirements.

The winning bidder will be announced approximately five business days after the deadline.
