REQUEST FOR QUALIFICATIONS - ON-CALL ARCHITECTURAL ENGINEERING SERVICES 2025
The City of Citrus Heights, through the General Services Department (City), is requesting qualifications from consultants to provide On-Call Architectural Engineering Services related to tenant improvement projects. It is the intent of the City to engage in a variety of consultants to provide professional services as described herein. However, the City reserves the right, at its sole discretion, to terminate this Request for Qualifications (RFQ) process or negotiations with a selected consultant and begin a new RFQ process. The selected consultant(s) will be required to perform on-call services for various architectural engineering projects related to city-sponsored tenant improvement projects (public works) as well as support for private tenant improvement projects in collaboration with the City’s Economic Development Department.
This Request for Qualifications (RFQ) outlines the requirements that must be met by interested parties in providing such services. Proposers shall carefully examine the entire RFQ and any addenda thereto, and all related materials and referenced in the RFQ or otherwise available and shall become fully aware of the nature and conditions to be encountered in performing the services.
The City uses a “Qualifications Based Selection” process to determine the firm(s) with whom to contract. The multi-step selection process begins with this RFQ, in response to which interested consulting firms should submit a Statement of Qualifications (SOQ). In the second step of the process, the SOQ’s will be evaluated, and top consultant teams may be selected for interviews. The City may use the qualified list to award on-call contracts with multiple qualified consultants.
The on-call contract(s) will be valid for a period of three (3) years (with a possibility of up to two (2) one-year extensions. The City may, at its own discretion, issue a new RFQ for Architectural Engineering Services prior to the expiration of the contract period.
CONSULTANT Qualifications
Firms intending to submit an SOQ shall meet the following minimum requirements:

Minimum 10 years in business

Minimum 5 years performing work similar to that described in the “Scope of Work” section of this RFQ, including specialty work as noted
