Description

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS.



This contract action is for the acquisition of services for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b). The National Cancer Institute (NCI) intends to award a single source purchase order to AB Sciex LLC, 1201 Radio Road, Redwood City, CA 94065, for the acquisition of the Preventive Maintenance Services for Sciex X500B Q-TOF mass spectrometer, Exion HPLC, and Peak1024 nitrogen generator.



The U.S. Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI) Center for Cancer Research (CCR), Laboratory of Cell Biology (LCB), Mass Spectrometry Resource. The Mass Spectrometry Resource serves as a collaborative core serving all CCR investigators by providing analysis of proteins and small molecules by mass spectrometry. The Sciex X500B Q-TOF mass spectrometer, Exion HPLC, and Peak nitrogen generator are used together for quantitation of small molecules and proteins from biological samples. This is the only instrument used in the facility for these types of experiments, and it is heavily used for research performed with multiple researchers within the CCR. For many of these projects, there is no other way to quantitate the molecule of interest than to use this instrument.



Proper maintenance service of the X500B QTOF, Exion HPLC, and Peak nitrogen generator is critical for the targeted quantitation assays that cannot be run in any other way to ensure peak performance of this equipment.



The Contractor shall provide all labor, material and equipment for preventive maintenance on this machine. All maintenance services shall be performed in accordance with the manufacturer's standard maintenance practices.



The anticipated period of performance will be from April 1, 2026 through March 31, 2030, if all options are exercised.



The applicable North American Industry Classification System (NAICS) code for this acquisition is 811210 – Electronic and Precision Equipment Repair and Maintenance and a size standard of $34M.



NCI will solicit and negotiate directly with AB Sciex LLC and no solicitation will be issued. Interested parties may identify their interest and capability. Award is subject to approval of the Sole Source Justification. This notice of intent is not a request for competitive proposals or quotations; however, an interested party may submit a statement of capabilities if they believe they can meet the above requirement. The statement of capabilities must be submitted in writing and contain sufficient detail to allow the Government to determine if the party can provide the requirement. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. All responses must be received within 10 days from the date of publication of this synopsis. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 days of this notice, an award will be made to AB Sciex LLC. This procurement is to be processed using Simplified Acquisition Procedures.
