INVITATION FOR BIDS
Main Street Road Improvements
Sealed bids for the Blue Springs, Missouri (hereinafter "Owner") Main Street Road Improvements (hereinafter
“Project”) will be received by the City of Blue Springs, 903 W. Main Street, Blue Springs, Missouri 64015, until 3:00
p.m. local time, on Thursday, March 26, 2026, at which time the bids will be publicly opened and read aloud.
The Scope of Work includes street improvements to Main Street within the City of Blue Springs and provides for
concrete pavement, curb and gutter, concrete sidewalk, street lighting, storm sewer, waterline replacement, pavement
striping, traffic control and other incidental items and work described in the Project Manual, or reasonably inferable
therefrom. Blue Springs anticipates issuing notice to proceed in May of 2026.
The Work to be performed under the Contract shall commence within seven (7) consecutive calendar days of the date
of the written Notice to Proceed from the Owner to the Contractor, and shall be completed within 270 consecutive
calendar days from and including the date of said written Notice to Proceed.
To ensure that you receive all addenda, request the bid documents by email from Becky Toney at
btoney@cochraneng.com. Bid packages will be distributed electronically at no cost to the bidder. When requesting
the documents, you will be required to provide your company name, a contact person and phone number, a complete
company address and an e-mail address to be added to the Plan Holders List and for receiving official bidding
communications and addenda. If you are not on the Plan Holders List, you will not receive any addenda issued. Hard
copies will not be available for purchase. Bidders may make printed copies of the bid documents (plans, project
manual, and a bid packet) at their own expense.Project and bidding questions shall be conducted exclusively via e-
mail. Any questions regarding this project must be submitted to: mspalding@cochraneng.com, by 4:00 pm local time
on March 19, 2026. No written questions after this date or any verbal questions will be recognized.
A bid security in the amount of five percent (5%) of the bid amount must accompany each bid, in accordance with the
Instructions to Bidders.
The wage rates applicable to this project have been predetermined as required by law and are set forth in this
specification.
Effective January 1, 2009 and pursuant to RSMo 285.530 (1), No business entity or employer shall knowingly employ,
hire for employment, or continue to employ an unauthorized alien to perform work within the state of Missouri. The
successful bidder must submit a sworn affidavit and documentation affirming the business entity's enrollment and
participation in the federal work authorization program and that all of its employees working for the contracted services
are not illegal immigrants.
Bidders on this work will be required to comply with the President’s Executive Order Number 11246. Requirements
for bidders and contractors under this order are explained in the specifications.
Upon signing the contract, the successful contractor and any subcontractor performing the work shall provide a ten-
hour Occupational Safety and Health Administration (OSHA) construction safety program for their on-site employees.
The City of Blue Springs hereby notifies all bidders that it will affirmatively ensure that in any contract entered into
pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged
individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated
against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an
award.
THE OWNER INTENDS TO AWARD THE CONTRACT TO THE LOWEST, RESPONSIVE, RESPONSIBLE
BIDDER. THE OWNER RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS, AND TO WAIVE ANY
IRREGULARITIES IN THE BEST INTEREST OF THE OWNER.
