Please join us for an informational meeting to discuss the Leon Creek WRC Hydraulic and Solids Improvements Project.

This project will be procured through the Request for Competitive Sealed Proposal (RFCSP) alternative construction delivery method and is tentatively scheduled to be advertised July 28, 2025.

This will be a WebEx meeting. Attendees are able to log in up to fifteen (15) minutes prior to the meeting.  The WebEx presentation will start promptly at 3:00 pm (CDT). The presentation will provide updated and important information about the project . To obtain additional information about the project, ask questions, or provide comment, contact Janie M. This outreach meeting is primarily for prime contractors or key subcontractors only. Refer to the project information below.

Please submit questions and/or comments by June 11, 2025 at 4:00 PM (CDT).  Answers to the questions will be posted to the web site by June 25, 2025 at 5:00 PM (CDT).

  1. PROJECT INFORMATION
  1. The Leon Creek WRC is one of three (3) wastewater treatment plants owned and operated by SAWS. The plant was built in 1965 and is located at 1104 Mauermann Rd., San Antonio, TX 78224.
  2. Estimated construction budget is >$50,000,000.00.
  3. Estimated advertisement in 3 rd quarter of 2025.
  4. This project will be procured through the RFCSP alternative construction delivery method.
  5. Estimated Construction start in 4 th Quarter of 2025.
  6. This project will implement upgrades at the Leon Creek WRC to increase the process and hydraulic capacity of the treatment units downstream of the aeration basins to the outfall.  The purpose of the solids improvements is to address capacity and maintenance issues with the solids holding, mixing and transfer systems, address aging electrical and instrumentation components, and to minimize the deposits in the solids transfer (interconnect) lines between the Leon Creek WRC and the Steven M. Clouse WRC.
  7. The scope of this project includes:
  • Hydraulic upgrades include adjustments to final clarifier weirs, new connection between north and south aeration basins, and new 72” diameter pipes from clarifiers to filters and filters to chlorine contact basins.
  • Installation of two 90-ft. diameter sludge holding tanks and associated mixing system(s).
  • Replacement and adjustments to final clarifier weirs and effluent troughs.
  • Rehabilitation of waste activated sludge pump station and both primary sludge pump stations.
  • Construct a new chlorine contact basin and concrete repair for existing chlorine contact basins.
  • Installation of new sludge screening facility and sludge transfer pump station.
  • Replacement of transformers, electrical buildings, and other miscellaneous electrical upgrades.
  • Plant-wide replacement of the instrumentation and controls system.
