This is a call for bids for frontage improvements at 2015 NE Kresky Ave and 2025 NE Kresky Ave in Chehalis, Washington as part of siting a new permanent night-by-night homeless shelter at the first of those addresses. Improvements will include curb, gutter, sidewalk, a bus pullout, and some drainage and other infrastructure noted in the plans and specifications. The permitting jurisdiction is the City of Chehalis; Lewis County is the project proponent and owner of both of the above-listed addresses.
This is a public work subject to apprenticeship and prevailing wage laws, as well as other state funding requirements including compliance with Evergreen Sustainable Design Standards. However, there are only limited requirements for Evergreen Sustainable Design Standards compliance due to the contemplated scope of work. The work is to be promptly completed after the award is made.
Lewis County recently renovated a former bank and office building at 2015 NE Kresky Ave, Chehalis, Washington into a permanent night-by-night shelter for people experiencing homelessness. That renovation is finished and included installation of fire sprinklers and fire alarms, fencing, and internal and external building renovations. This call for bids is to install frontage improvements on the portion of 2015 NE Kresky Ave and 2025 NE Kresky Ave (both owned by Lewis County) that abut Kresky Ave. The improvements include curb, gutter, sidewalk, a bus pullout, and some drainage and other infrastructure noted in the plans and specifications. By agreement with the City of Chehalis and the property owner to the north, the improvements extend just north of the 2025 NE Kresky Ave property line to marry to existing improvements at the property to the north. The work is to be promptly completed after award is made.
Currently, neither 2015 NE Kresky Ave nor 2025 NE Kresky Ave are in use. However, the County is seeking to obtain a certificate of temporary occupancy permitting the night-by-night homeless shelter to begin operations at 2015 NE Kresky Ave before the frontage improvements are completed. Assuming the temporary occupancy is granted, the contractor will have to coordinate with the County and the operator of the night-by-night shelter (The Salvation Army) to allow shelter operations while the work is done. Note: the night-by-night shelter will normally admit homeless participants at around 7PM, and participants will leave at around 7AM each morning. So, only the staff of the shelter operator, not the homeless participants, are typically present during the daytime. Storage may be available at 2025 NE Kresky Ave, and the successful applicant may work out with Lewis County whether, where, and how best to store and secure materials there.
