SCOPE OF WORK
Phase 2 of the Touchless Restooms includes the removal and replacement of various toilet room fixtures, replacement of Toilet Room Partitions and other interior renovations.
There will be a non-mandatory walk-through on Friday, May 9, 2025 at 10:00 AM. Interested proposers will meet onsite at the Watkins Senior Center, 326 Watkins Avenue, Upper Darby Township, PA.
Plans, specifications, information for bidders and forms for proposals may be obtained or examined Online via PENNBID.
There is no physical public bid opening for this project, bids will be revealed via the PennBid website. (https://pennbid.bonfirehub.com).
The Successful Bidder Who Is Awarded The Contract, Will Be Required To Pay “PennBid” A Fee Of 0.0033% (⅓ of 1 percent) up to $5,000 Of The Contract Award Value.
All interested parties must submit questions via PennBid website (https://pennbid.bonfirehub.com.com/login) by the posted deadline. Bidders are not permitted to contact the Engineer or staff directly.
Bidders are required to submit a surety in the form of a bond or equivalent meeting 10% of the overall bid price in compliance with the contract documents. Bid bonds will be returned to the non-awarded bidders upon the execution of the contract. The successful Bidder shall also be required to provide a Performance Bond in an amount of one hundred percent (100%) of the Contract amount within ten (10) calendar days of receipt of written notice of acceptance of the Bid.
The Bidder's attention is called to the fact that this project is assisted with federal funds, and various federal requirements apply as noted in the bid documents, including but not limited to equal opportunity provisions and Davis-Bacon and Related Acts. Davis-Bacon Provisions are applicable for all contracts over $2,000 in HUD funds. The Section 3 Final rule threshold requirements apply for contracts over $200,000 in HUD Funds. Additionally, this project is subject to BABA project requirements which establish guidelines for using American-made materials in federally funded projects. The BABA rules apply to iron, steel and other specifically named construction materials as detailed in the project specifications.
Award of Contract will be to the lowest responsible bidder, but the Owner reserves the unqualified right to reject any or all bids and to waive any informalities.
