This announcement seeks information from industry which will be used for preliminary planning purposes. No proposals are being requested or accepted with this announcement. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SOURCES SOUGHT. NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME.

3. PLACE OF PERFORMANCE: Washington and Grayson County
4. ACQUISITION INFORMATION: The USDA-FS CSA11 on behalf of the George Washington and Jefferson National Forest anticipates soliciting and awarding a project under Subpart 36.3 - Two-Phase Design-Build Selection Procedures.
Total Value of Contract/Order of Magnitude: The contract value is estimated between $200M to $300M inclusive of the base and all option items.
Bonding Capacity. Companies/Joint Ventures shall be required to provide payment and performance bonds per 52.228-15 Performance and Payment Bonds-Construction as part of the contract award.
Subcontracting. Companies/Joint Ventures will be required to provide subcontract plans per 52.219-9 Small Business Subcontracting Plan if selected to proceed to Phase II.
5. Project Description: This project is for the design-build of the Virginia Creeper Bridge and Trail Reconstruction. The Virginia Creeper National Recreation Trail (VCNRT) is a popular thirty-four -mile rail-to-trail in Washington and Grayson Counties in Southwest Virginia. While the western half is owned and managed by the Towns of Abingdon and Damascus, the approximately eighteen miles of the eastern half is owned and managed by the USDA Forest Service. The landscape of the eastern half is rugged and remote, and that portion of the trail sustained heavy damage from Tropical Storm Helene in late September of 2024. The trail occupies the former footprint of the Abingdon Branch of the Norfolk and Western Railroad and includes forty-seven railroad trestle bridges. The trail’s eastern half, managed by the USDA Forest Service, includes thirty-one trestles, most of which were destroyed or damaged by the storm. Much of the treadway in the trail’s eastern half also sustained heavy damage. This project proposes to reconstruct the eastern 18 miles of the Virginia Creeper National Recreation Trail in its former footprint, while maintaining its former 2%-7% grade, and including trestles, treadway, and identified associated features. SOURCES SOUGHT: The purpose of this Sources Sought is to gain knowledge of interest, capabilities and qualifications of DB Construction Firms who have the capabilities to complete and perform contracts of this magnitude, and to address any questions, recommendations or concerns from Industry. The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this Sources Sought announcement.
7. RESPONSES: The Capabilities Statement for this Sources Sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the USDA-FS in tailoring requirements to be consistent with industry capabilities. This Sources Sought is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of any evaluation.
