Sealed Bids will be received by the City of Sumner in the office at the Permit Center Counter
located on the second floor of Sumner City Hall, 1104 Maple Street, Sumner, Washington 98390,
until 1:00 p.m. on February 17
th

If a Bidder chooses to submit a sealed bid before the Bid Opening Date, the Bidder shall call
to schedule an appointment to deliver their bid. A staff member will be present at the Permit
Center counter on the Bid Opening Date to receive sealed bids between 11:00 a.m. and 1:00 p.m.
Just after 1:00 p.m. on the Bid Opening Date, bids will be formally opened and publicly read
aloud in the City Council Chambers, located on the first floor of Sumner City Hall. Bids
received after the Bid Opening Date will be deemed non-responsive.
The City of Sumner reserves the right to waive informalities in the bidding, accept a Proposal
of the lowest responsible Bidder, reject any or all Bids, republish the Call for Bids, revise
or cancel the work, or require the work to be done in another way if the best interest of the
City is served.
All proposals shall be accompanied by a proposal guarantee (certified or cashier’s check or
approved bond) payable to the City of Sumner in an amount not less than five percent (5%) of
the amount of the proposal price. Should the successful bidder fail to enter into such
contract and furnish satisfactory performance bond within the time stated in the
specifications, the bid proposal deposit shall be forfeited to the City of Sumner.
The City of Sumner in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252,
42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of
Transportation, subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally
Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby
notifies all bidders that it will affirmatively ensure that in any contract entered into
pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part
26 will be afforded full opportunity to submit bids in response to this invitation and will
not be discriminated against on the grounds of race, color, national origin, or sex in
consideration for an award.

All work performed in the project will be subject to Washington State Prevailing Wages.

Free vendor registration is required to use this platform. It is the Bidder’s sole
responsibility to check for addenda and other new documents posted online prior to the
submittal deadline. Informational copies of maps, plans, and specifications are also available
for review at the Public Works Counter at City Hall.
The improvements for which bids will be received are described as follows:
Bid – The Bid includes improvements to the City’s existing North Tank Reservoir (NTR)
including demolition and removal of the existing reservoir interior access ladder and cage
system, and the installation of a stainless-steel stair and landing system with a formed
concrete pad.
The North Tank Reservoir is a 1.3 Million Gallon (MG) prestressed concrete AWWA D110 reservoir
120 feet in diameter and 27 feet in height.
The contractor will have 200 working days to complete the work in compliance with all
applicable laws and regulations. Work shall commence within ten (10) calendar days after
execution of the contract and the issuance of a notice to proceed.
The project will be awarded to the contractor based upon the total amount of the Bid.
The Engineer’s estimated range for the Bid for this project is between $300,000 and $400,000.
