COUNTY OVERVIEW:
Sacramento County covers 984 square miles and is home to the California state capital, 1.6 million residents, and seven incorporated cities: Citrus Heights, Elk Grove, Folsom, Galt, Isleton, Rancho Cordova, and Sacramento. The population of Sacramento County's unincorporated area is approximately 600,000.
The County of Sacramento (County) is responsible, pursuant to the County Charter or ordinances or by state or federal mandate, for providing health and welfare, criminal justice, and municipal services (including law enforcement) to county residents, as well as other services.
On November 5, 2024 approved the Communitywide Climate Action Plan (CAP). The CAP is a comprehensive plan for reducing greenhouse gas (GHG) emissions and adapting to the effects of climate change that identifies strategies and measures to meet the State of California’s 2030 and 2045 GHG emissions reduction targets. The 2024 CAP is a multi-objective plan that balances environmental, economic, and community interests, provides mechanisms to reduce GHG emissions associated with implementing the Sacramento County General Plan of 2005–2030, and aligns with multiple County initiatives.
PROJECT BACKGROUND:
The Sacramento County region is designated as a severe ozone “non-attainment area” by the U. S. Environmental Protection Agency (U.S. EPA). The County of Sacramento Climate Action Plan (CAP) is a comprehensive plan for reducing greenhouse gas (GHG) emissions and adapting to the effects of climate change that identifies strategies and measures to meet the State of California’s 2030 and 2045 GHG emissions reduction targets. State of California Executive Order 79-N-20 states that one hundred percent of sales of new passenger cars and trucks will be zero-emission by 2035.
The County of Sacramento is committed to significantly reducing petroleum fuel consumption, pollution, and carbon emissions in the Sacramento Region. In support of the provisions of the County of Sacramento Climate Action plan—Phase 2B and the County’s Climate Emergency Declaration (12-16-2020), the County seeks solutions for promoting hydrogen fuel use in the region.
PROBLEM DESCRIPTION:
Motor vehicle emissions are a significant source of greenhouse gas emissions in the Sacramento Region. There is a severe shortage of clean, renewable, and alternative fuels dispensing stations in the Sacramento region to meet existing and anticipated future demand for powering zero-emission vehicles. This shortage has the potential to slow the adoption of zero-emission motor vehicles.
