INTRODUCTION AND BACKGROUND
The City of Port Hueneme (City) and the Port Hueneme Water Agency (PHWA) are seeking
proposals from qualified consulting firms to prepare their respective 2025 Urban Water
Management Plans (UWMPs), including associated Water Shortage Contingency Plans. PHWA
is a wholesale water supplier that treats and delivers water to its major customers, including the
City of Port Hueneme, Naval Base Ventura County – Point Mugu, NBVC – Port Hueneme, and
the Channel Islands Community Services District. The City purchases treated water from PHWA
and operates the local distribution system to serve retail customers.
The UWMPs are required under the California Urban Water Management Planning Act (California
Water Code §10610 et seq.) and are critical for long-term water supply planning, regulatory
compliance, and sustainable water management. The Water Shortage Contingency Plans will
establish strategies for managing droughts, supply interruptions, and other emergencies to
ensure reliable service to customers.
This joint RFP allows the City and PHWA to coordinate the preparation of two separate UWMPs
under a single contract, ensuring consistency in methodology, data analysis, and reporting while
addressing each agency’s distinct role—PHWA as the treating wholesaler and the City as the
retail distributor. The selected consultant will work closely with both agencies to provide technical
expertise, ensure regulatory compliance, and support the development of both UWMPs and
contingency plans.
OBJECTIVE
The objective of this RFP is to engage a qualified consulting firm to prepare the 2025 Urban
Water Management Plans (UWMPs) and Water Shortage Contingency Plans for the City of Port
Hueneme and the Port Hueneme Water Agency (PHWA). The UWMPs and contingency plans
will ensure compliance with state regulations, provide updated and reliable assessments of water
demand and supply, and identify strategies for conservation, drought response, and long-term
sustainability. The plans will be developed to reflect the distinct roles of PHWA as the treating
wholesaler and the City as the retail distributor while maintaining methodological consistency and
coordination where appropriate. Additionally, the contingency plans will establish procedures for
managing water supply interruptions and emergencies, providing the agencies with technical
support and documentation to facilitate informed decision-making by the PHWA Board of
Directors and the City Council.
SCOPE OF WORK
The selected consultant will prepare separate 2025 UWMPs and Water Shortage Contingency
Plans for the City of Port Hueneme and PHWA under a single contract. The scope of work
includes, but is not limited to:
1. Data Collection and Review – Compile and review historical water use, supply, and
infrastructure data from PHWA and the City, including water demand from major PHWA
customers. Identify gaps or updates needed for planning purposes.

2. Demand and Supply Projections – Develop updated 20-year projections for water
demand and supply, including retail demands for the City and wholesale demands for
PHWA’s customers, considering population growth, land use, and climate variability.
3. Supply Reliability and Infrastructure Assessment – Evaluate current and planned
water supplies, treatment capacity, and delivery infrastructure to assess system reliability
under normal, dry, and multiple-dry-year scenarios.
4. Water Shortage Contingency Planning – Prepare contingency plans detailing shortage
levels, triggers, water use reduction measures, and emergency response procedures in
accordance with state requirements.
5. Conservation and Sustainability Strategies – Identify strategies for water conservation,
drought management, and climate resilience to support sustainable long-term water
management.
6. Regulatory Compliance and Documentation – Ensure all plans meet the requirements
of the California Urban Water Management Planning Act and related regulations,
including proper reporting formats and documentation.
7. Coordination and Reporting – Maintain coordination between the City and PHWA to
ensure consistency in methodology, assumptions, and data where appropriate. Prepare
draft and final reports for each agency.
8. Final Presentations – Prepare and deliver presentations for the City Council of Port
Hueneme and the PHWA Board of Directors to review the final UWMPs and Water
Shortage Contingency Plans, summarizing key findings, recommendations, and planning
strategies.
COST OF PROPOSAL REQUIREMENTS
Consultants must provide a detailed cost proposal as part of their submission. The cost proposal
must be submitted in a separate sealed envelope and include a clear breakdown of costs for the
City of Port Hueneme (COPH) and the Port Hueneme Water Agency (PHWA). Costs should be
itemized by task and indicate which tasks are associated with each agency (as they will be
invoiced separately) including labor, materials, subconsultant fees, and other direct costs. This
separation ensures transparency and allows the City and PHWA to clearly understand the
allocation of costs between the two UWMPs and Water Shortage Contingency Plans.

Cover Letter: Provide a brief cover letter summarizing the key points of the proposal,
including an understanding of the work to be performed and why the firm believes it is the
best qualified to perform the services requested. The letter must be signed by an individual
with authority to bind the proposer and should state that all conditions contained in the
attached proposal are valid for a period of at least 90 days.
Company and Staff Information: Provide information about the firm, including such items
as organization and ownership structure, history, experience and credentials to
demonstrate the ability of the firm to provide the requested services, and the location of the
principal office that will be responsible for the implementation of this contract. Provide the
names, titles, experience, qualifications (including certifications) and resumes of the
personnel who will be assigned to the City, including any subconsultants.
Work Plan: Identify the process by which the project will be completed, including: methods
for gathering public input as may be relevant to the project; gathering information from City
staff; producing plans and recommendations; timeframe in which to complete the project,
etc.
Additional Information: Please include any additional information you or your firm feels
would be essential to the proper evaluation of your response to this Request for Proposals.
References: Provide a minimum of three (3) references who may be contacted to discuss
their experience working with the firm on similar services. Please provide contact information
including the organization, name, title, address, phone, email, services provided and dates.
Insurance: Prior to commencement of work, the City of Port Hueneme will require evidence
of appropriate professional liability insurance, errors and omissions insurance, and workers'
compensation insurance coverage.
NOTE: Such coverage must be provided by an insurance company(ies) licensed to do
business in the state of California. Certificates must name the City of Port Hueneme as an
Additional Insured and shall provide that contractor's policy is primary over any insurance
carried by the City of Port Hueneme and that the policy will not be canceled or materially
changed without thirty (30) days prior notice in writing to the City of Port Hueneme. The
successful firm must agree, if awarded a contract as a result of its proposal, to indemnify
and hold harmless the City of Port Hueneme, its officers, agents and employees from any
and all claims and losses accruing or resulting to persons engaged in the work
contemplated by its proposal, or to persons who may be injured or damaged by a firm or its
agents in the performance of the work. Prior to the commencement of any work, a signed
legal contract will be established for these and other provisions.
Compensation: Based on the described work plan, please include in your proposal the
total cost of services in detail (including all incidentals).

GUIDELINES
General Information:
Deadline for Receipt of Proposals – Proposals must be received by the City of Port
Hueneme no later than 2:00 PM PDT on Monday, December 8, 2025. Submissions should
include one original, three (3) hard copies, and one electronic copy (on a USB flash
drive). All materials must be submitted in a sealed envelope, with the proposal cost
information enclosed separately. The following information must be clearly marked on
the outside of the envelope:

Proposals must be in writing and must contain an original signature by an authorized
officer of the proposing consulting company. All proposals must be received no later
than 2:00 PM PDT on December 8, 2025 via U.S. mail, UPS/FedEx/etc., or in person.
Proposals cannot be modified or corrected after being opened. Late proposals will not be
accepted for any reason and will be returned unopened, regardless of postmark.
Prospective proposers assume the risk of delay in the delivery of the mail by the
U.S. Postal Service. FACSIMILE (FAXED) OR EMAILED PROPOSALS WILL NOT BE
ACCEPTED AND SHALL NOT BE CONSIDERED FOR EVALUATION OR AWARD.
Proposals will not be valid until all information has been verified and proposing consulting
company’s references checked. The completed proposal shall be without interlineations,
alterations or erasures. Alternative proposals will not be considered unless requested. The
proposal may be withdrawn upon request by the proposing consulting company without
prejudice up to, but not after, the time fixed for opening of proposals, provided that the
request to withdraw the proposal is made in writing and is timely filed with the City.
Proposals shall be submitted in accordance with the form prescribed by the City of Port
Hueneme in the requirements and specifications section above. Failure to respond in this
manner may render the proposal non-responsive.
