This is a combined synopsis solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a separate written solicitation will not be issued. This solicitation is issued as a request for Quote (RFQ) competed IAW FAR Part 13, Simplified Acquisition Procedures and FAR Part 12, Commercial Products. Quotes failing to meet all the terms and conditions of this solicitation; to include buy terms, line-item descriptions, and attachments, may not be evaluated for award. Any reference to the term “BID” in this solicitation is used synonymously with the word “QUOTE”. Please see FAR 13.004-Legal effect of quotations. Clauses and provisions included in FAR 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5 are incorporated by reference unless additionally clarified in this RFQ via addendums. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-01.



This requirement is a request for quote (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect in the Federal

Acquisition Circular 2025-01.





The award will be ONE Firm Fixed Priced Award in accordance with the following:

1. Set Aside: This acquisition is a 100% small business set-aside.

2. The Product Service Code is V231

3. The North American Industrial Classification System (NAICS) code for this acquisition is

721110 with a size standard of $40M.



The Government will award a single contract resulting from this solicitation to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government. The following basis of award shall be used to evaluate quotes: Lowest Acceptable Priced Quote (PRICE ONLY) that conforms with the solicitation requirements.



The contractor shall provide conference and lodging services, including meetings spaces, food and beverages, accommodations, and services for activities for the “Teen Adventure Summer Camp hosted by the Child and Youth Program (CYP) of the Puerto Rico National Guard (PRNG). The services shall include conference rooms, banquet rooms, registration areas, lodging rooms, meal services, parking spaces, and specified activities for an estimated attendance of 34 participants. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform the services in accordance with the requirements of this contract, ensuring a successful and satisfactory execution of the events except as specified as Government Furnished, to execute event for the CYP Services. The end state result of this summer camp will provide Children and Youth Program (C&YP) participants with a fun and engaging experience that instills valuable life skills, including self-discipline, perseverance, and decision-making, through the pursuit of sports and recreational activities. By the end of the camp, participants will be equipped with essential skills and values that will benefit them in all aspects of life, in accordance with National Guard Bureau (NGB) requirements and regulations. The National Guard Child and Youth Program is required to promote and sustain the quality of life of ARNG dependents ages 6 to 18 years while building resilience and developing life skills though secure, timely, flexible, high-quality support services and enrichment programs like the Summer Camp. Conference and lodging services, including meetings spaces, food and beverages, accommodations, and specified are required for the CYP perform this activity. The Period of Performance shall be from Tuesday 22 July 2025 to Friday 25 July 2025. The contractor shall provide services between Tuesday, 22 July 2025 from 9:00 a.m. for set up and start of the activities to Friday, 25 July 2025 until 2:00 p.m. Services will be uninterrupted (24 hours). The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential.
