Project Description: Hillsborough County intends to recommend the award of a special procurement to Off Duty Management, Inc. (ODM), for the use of OfficerTRAK application, a scheduling tool for off-duty law enforcement personnel for a five (5) year period at an estimated amount of $6,014,012.67. ODM’s OfficerTRAK is a newly implemented software system by the Hillsborough County Sheriff’s Office (HCSO), to manage security requests and services, such as security post locations, patrol areas, traffic control, incident response, and to manage and process payments. Hillsborough County is required to utilize ODM’s OfficerTRAK software application for requesting security services of off-duty law enforcement personnel. The estimated amount is for the access to the application and rates of services performed by off-duty law enforcement personnel. This procurement is being made in accordance with Section 3-207 of the County’s Procurement Policy, which pertains to unique and unusual circumstances that exist, making the application of all requirements of competitive sealed bidding or competitive sealed proposals impractical and impracticable due to the requirement of HCSO for Hillsborough County to utilize the sole authorized supplier of the ODM OfficerTRAK application. The Hillsborough County BOCC will utilize the OfficerTRAK application to partner with HCSO, an agency licensed and contracted with ODM to perform these services. This collaboration ensures that qualified law enforcement officers provide security services; including security vehicles, at County facilities and events effectively and is only reasonably available through ODM. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
This notice of intent is not a request for competitive proposals/bids.
Contractors who are able and interested in providing all the identified services must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the “submission” section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date.
The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
