Quote Validity:
The Supplier agrees to hold the prices in its offer firm for 90 days from the date specified for the
receipt of offers unless another time is specified in the addendum of the RFQ.
1. Background
The Medical Analysis Laboratory of Madagascar (LA2M) is a national reference laboratory for genomic
surveillance in Madagascar. Currently, the LA2M has a single-module sequencer, which limits
throughput, speed of sample processing and responsiveness in the event of an epidemiological alert.
As part of the STRIDES project, implemented by FHI 360, it is necessary to strengthen the operational
capacity of the laboratory through the acquisition of a modular genetic sequencer with 5 modules,
allowing simultaneous processing of several samples and a considerable time saving in public health
interventions.
2. Mission Objective
Supply, installation and commissioning of a 05-modules genetic sequencing system, with accessories,
consumables, software, training, and maintenance contract, for the LA2M in Antananarivo.

8. Logistical conditions

• Supply of all necessary accessories
• Coverage of transport costs to LA2M (freight, handling, storage at the port, etc.): by the service
provider
OTHER QUALIFICATIONS FOR THE VENDOR
• Vendor must have valid tax clearance certificate.
• Vendor must have valid operation license.
• Vendor must have valid certificate of incorporation.

Quotes received after this date and time may not be accepted and shall be considered non-
responsive. FHI 360 will acknowledge receipt of your quotation by return email.
EVALUATION
Evaluation will be based on technical specifications, price, availability of items, delivery lead
time, warranty, installation information, user training and maintenance training for the user
CONTRACT MECHANISM
STRIDES Project expects to award a fixed-price purchase order to the responsive vendor
whose quote best meets the evaluation criteria described herein.
