Description

1. PERFORMANCE WORK STATEMENT



This solicitation is for mobile telephone services. The U.S. Embassy is using a minimum of 50 lines for official purposes. The Contractor shall provide complete mobile telephones services for the U.S. Embassy of Iceland. As outlined below services provided shall include as a minimum:



Calls within Iceland




  • International calls

  • International roaming

  • SMS messaging

  • Voicemail

  • Cellphone rental of Cellphones w(ith or without SIM Cards)

  • 24-hour customer service and a dedicated account manager

  • Detailed billing of calls made

  • Data services

  • On-hand blank SIM cards to be activated by request

  • Possibility to temporarily suspend unused subscriptions.

  • Web-based, remote access to the Embassy account and invoices.





The Contractor shall ensure that the connection through its network is of the highest quality possible and shall be uninterrupted, clear, and with no static. The contractor shall assure that all U.S. Embassy Reykjavik Official cellular phone numbers are undisclosed. Network problems shall be remedied immediately, and the Contracting Officer’s Representative (COR) must be immediately informed of all problems and their resolution.



1.1 EQUIPMENT PACKAGE



The basic package shall not include an equipment package. The Contractor shall provide a SIM card/e-SIM (subscribers choice), telephone number, and appropriate security codes for all existing Government cellphones.



1.2 CALLS WITHIN ICELAND



The Contractor shall ensure on a 24-hour basis at least 90% local network coverage around Iceland with special consideration to all urban areas and main traffic routes. Contractor shall provide at a minimum, local talk time of at least 500 minutes per month per device or pool with equivalent capacity minimum (i.e., 500 minutes per device) with the option to increase as needed.



1.3 INTERNATIONAL CALLS



The Contractor shall ensure on a 24-hour basis, international connectivity with the USA, all European countries, and all other worldwide countries that telephone services are available.



1.4 INTERNATIONAL ROAMING



The Contractor shall provide international roaming, with the special interest of the Government for roaming within all Europe (to include states not in the EEA or EU), Africa, Asia, and the USA.



1.5 SMS MESSAGING



The Contractor shall provide 24/7 365 SMS messaging.



1.6 VOICE MAIL



The Contractor shall provide voicemail services in both English and Icelandic. A voice mailbox shall be prepared for each number separately as per standard practice.



1.7 RENTAL OF CELL-PHONES WITH SIM CARDS



The Contractor shall provide up to 50 phones for rent within 2 days of notice and additional 50 cellphones within the next 7 days, according to Government needs, for official visits. Included with the cellphone should be an active SIM/e-SIM card (if needed), an English instruction manual, batteries, and a phone charger.



1.8 CUSTOMER SERVICE



The Contractor shall provide technical support for setting up voice mail, roaming questions, questions on the phone features, number changes, lost or stolen telephone reporting, manufacturer’s warranty information, and all other matters concerning the mobile telephone services through the Contractor’s Project Manager listed in paragraph 3.1.



1.9 DETAILED BILLING



1.9.1 The Contractor shall provide a monthly breakdown of calls made by individual numbers. The breakdown shall clearly show:




  • Called Number

  • Time and Date of the Call

  • Duration of the Call

  • Amount of data used if applicable

  • Price

  • Total amount



1.9.2 The monthly lists of calls made shall be forwarded to the COR until the end of each current month for the previous month to the following address:

1.10 DATA SERVICES



The Contractor shall provide access to 24/7/365 Data Services of at least 15 GB per month per device or data pool with equivalent capacity minimum (i.e., 15GB per device) with the option to increase as needed.

1.11 CUSTOMER MANAGEMENT PORTAL



The Contractor shall provide an Internet accessible portal for managing mobile telephone



services. Changing zones, provisioning new service, and terminating services should be possible with registered mobile telephone services administrators.
