Qualifications:
Bidders are required to hold all applicable South Dakota tax licenses. By virtue of Statutory Authority, preference will be given to materials, products and supplies found or procured within the State of South Dakota.
Special Requirements:
All bids must be signed and submitted in a sealed envelope and shall state “Snow Removal Equipment” on the lower left-hand corner. Any bids received after the deadline will not be accepted.
Miscellaneous:
Bids may not be withdrawn within thirty (30) days after the actual opening thereof. The city reserves the right to waive irregularities and to reject any and all bids.

SPECIFICATIONS FOR
SIDE-DUMP SNOW HAULING TRUCKS
The City of Brookings Public Works Street Division is asking for bids for hauling snow during the
snow season. The City is asking for side-dump box trucks in good running condition, with a
minimum capacity of 20 yards.
The City is allowing $300.00 per truck, per month, for six (6) low bid trucks for the snow season
from November 1, 2026 through March 31, 2027. The guaranteed allowance will be paid by
the month and retained by the contractor. The guaranteed allowance will be absorbed by the
Contractor if unit bid accrues hours during the month in excess of that amount. The
guaranteed allowance will be waived if unit bid is not available upon request.
During night time hours, any trucks called out and used for less than two hours shall receive
compensation for no less than two hours of snow hauling time.
Often-times, short notice is unavoidable when calling contractors. However, we will attempt to
provide ample notice if at all possible.
All trucks bid shall be time clocked in and out at the Street Division shop by the operator.
Trucks used shall have a truck number (approximately 4" x 4" on driver's side) legible for record
keeping. The same number will be listed on the contractor's time card. No time card shall be
punched in or out other than by the driver of that truck. It is the bidder's responsibility to see
that their drivers are informed.
Trucks used for snow hauling shall have clean, side-dump boxes with no snow staying in the box
when unloaded. If this does happen, City personnel will require that truck to clock out and not
haul any more snow until condition is corrected.
All trucks bid are to meet Department of Transportation safety standards. Operators shall
comply with all Federal and/or State Motor Carrier Safety regulations. All contractors must
have general liability coverage at a minimum of $1,000,000 per occurrence with a $2,000,000
aggregate. Also in place must be commercial auto coverages in the amount of $1,000,000 per
person, $2,000,000 per accident, and $1,000,000 property damage coverage or a $2,000,000
combined single limit. Worker's Compensation coverage (including sole proprietor
endorsement if applicable) per State of South Dakota statutory limits must also be in place. The
contract must have a clause to hold the City of Brookings harmless from loss. All of the above
listed insurance coverages must be in place; the City of Brookings must be named Additional
Insured on the contractor's liability coverage as well as on the Certificate of Insurance showing
these coverages; and submitted to the City; Attn: HR Department before work commences and
no later than November 1, 2026. Such certificates shall also contain substantially the following
statement: "The insurance covered by this certificate will not be cancelled or materially
altered, except after thirty (30) days written notice has been received by the City."
