Nursing and Support Services Request for Proposals (RFP)

Through this Request for Proposals (RFP), the NYC Administration for Children’s Services (ACS) is seeking a qualified contractor to provide 24/7 nursing and support services for children and youth entering ACS’s care to ensure that such children and youth receive appropriate health services. The contracted nursing team would provide complete physical assessments for all children entering foster care, direct primary care, and conducts medical case management of children residing at the Children’s Center and the borough office medical units in the Bronx, Queens, and Brooklyn. Other nursing services outside of pre-placement are generally administrative with no direct nursing care required.

Anticipated Contract Terms

August 1, 2026, to July 31, 2029, with options to renew for two (2) additional three (3) year terms.

Anticipated Funding and Payment Structure

Total Anticipated Maximum Funding Amount $22,541,844 ($7,513,948 annually).
Estimated Number of Contracts: One (1).
Payment Structure: Contractor will be reimbursed using a line-item payment structure, with payments made for expenses incurred against an approved budget.
ACS reserves the right to modify the payment structure of the contract in the future.

Minimum Qualifications

Proposers that do not meet the following minimum qualification requirement, may be found non-responsive and will not move to evaluation:

Have current or previous experience of at least three (3) years providing medical staff on a 24 hour/7-day basis.

Questions regarding this RFP must be transmitted in writing to the Agency Contact Person at Nursing-RFP@acs.nyc.gov . Questions received prior to the Pre-Proposal Conference will be answered at the conference. Substantive information/responses to questions addressed at the conference and those received subsequently will be released in an addendum to the RFP to all organizations that are prequalified to propose to this RFP through the PASSPort system, unless in the opinion of the Agency, the question is of proprietary nature.

ACS cannot guarantee a timely response to written questions regarding this RFP received less than one week prior to the proposal due date.
