Description
The Government intends to release a firm fixed price request for proposal on or before 20 March 2026, sole source, to Howell Instruments Inc (CAGE: 98869) for the manufacture of the Circuit Card Assemblies (CCAs) and Electronics Component Assembly that are subcomponents for the ECS tester.

Impediment to Competition:
The original equipment manufacturer for this item is Howell Instruments Inc (CAGE: 98869), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Howell Instruments Inc is the only known source with adequate knowledge of the CCAs and Electronics Component Assembly performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility with the equipment.
