The U.S. Embassy Singapore intends to solicit and award a firm-fixed-price contract on a sole-source basis to CRDF Global, Arlington, Virginia, for the design, coordination, and implementation of the U.S.-Singapore Small Modular Reactor Reporting Tour, titled “The Scalable Grid: Assessing U.S. SMR Infrastructure for Singapore’s High-Density Future.”
The contemplated contract will be awarded using simplified acquisition procedures under Federal Acquisition Regulation 13.106-1(b)(1). The anticipated period of performance is from the date of award through February 1, 2027. The principal travel period is anticipated to be November 28 through December 7, 2026.
The contractor will be required to design and implement an integrated, multi-location reporting and academic tour in the United States for approximately seven (7) Singaporean journalists and academics, accompanied by approximately one (1) U.S. subject matter specialist and one (1) U.S. Embassy officer.

The Government requires a contractor capable of integrating specialized SMR technical programming, international reporting-tour management, and end-to-end multi-location participant and travel support as one coordinated service.
CRDF Global has documented directly relevant experience implementing more than 25 United States-based SMR study tours under the Department of State’s Foundational Infrastructure for Responsible Use of Small Modular Reactor Technology program. CRDF Global also has experience implementing Embassy-sponsored reporting tours for international journalists, managing International Visitor Leadership Program projects, coordinating multi-city international visitor programs, and engaging organizations and experts across the U.S. advanced nuclear sector.
Based on the market research conducted, the Government believes that CRDF Global is the only source reasonably available that presently possesses the complete combination of SMR-specific technical experience, established advanced nuclear-sector relationships, international reporting-tour experience, qualified technical resources, and integrated program-management capability required to perform the contemplated contract within the required period.
Capability Responses
This notice is not a request for quotations or proposals. The Government is not requesting pricing in response to this notice. However, any responsible source that believes it can satisfy the complete requirement may submit a written capability statement for consideration.
The capability statement must provide specific and verifiable information demonstrating the source’s present ability to provide all the following:
General marketing literature or an expression of interest without sufficient information addressing each capability listed above will not be considered an adequate capability response.
Capability statements must be submitted electronically to the Contracting Officer identified as the point of contact in this notice no later than August 31, 2026, at 5:00 p.m. Singapore Time.
Information received will be considered solely for determining whether to conduct a competitive acquisition. A determination not to compete this requirement, based on responses to this notice, is solely within the discretion of the Government.
The Government will not reimburse respondents for any costs associated with preparing or submitting information in response to this notice. If no timely response provides sufficient information demonstrating the ability to satisfy the complete requirement, the Government intends to proceed with the sole-source solicitation to CRDF Global.
