Hillsborough County Public Schools (“HCPS”) hereby issues this competitive solicitation (“Request for Proposals,” “RFP,” or “solicitation”), per Rule 6A-1.012, F.A.C., and per Rule 6A-2.0010, F.A.C, to announce that HCPS is seeking additional qualified firms interested in project management services. The Consultant shall provide professional Project Management Services on an as-needed basis for capital improvement, renovation, maintenance, infrastructure, operational, and other District-related projects. Services may be required for projects of varying size, complexity, and duration and may be performed independently or in coordination with District staff, design professionals, contractors, regulatory agencies, and other stakeholders.

The Scope of Work under Section 6.4 is for professional supplemental Project Management Services provided on an as-needed, hourly basis rather than construction services. Please confirm whether the Payment and Performance Bond requirement applies to firms providing Project Management Services under this solicitation. Project Management Services under this solicitation are professional services provided on an hourly, as-needed basis. While these services may be performed in support of construction projects, the awarded firm will not be performing construction work or serving as the construction contractor. Therefore, the requirement for a 100% Payment and Performance Bond does not apply to firms providing Project Management Services under this solicitation.
An amendment will be issued to revise the solicitation accordingly. |

| Section 5.2.2 states that required experience may be demonstrated through the experience of proposed key personnel. Please confirm whether a Proposer may use the documented projects and qualifications of a named subcontractor/proposed key person to satisfy the K–12 experience and SREF requirements in Section 6.4.1. Proposers should reference the Scope of Work in Section 6.4, the experience in section 5.2.2, the requirements in Section 6.4.1, and the evaluation criteria in Section 3.4.1. The District will evaluate submitted experience based on its relevance to the services being solicited, including demonstrated K-12 experience and familiarity with applicable educational facility requirements. Experience involving other complex projects may be submitted; however, the District will evaluate the degree to which such experience is comparable and relevant to the scope of services outlined in the solicitation.
