NOTICE OF INTENT TO SOLE SOURCE

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract, it is not a request for competitive quotes.

The Bureau of Reclamation (BOR) intends to issue a base plus one option year, firm fixed price, sole source contract to Ed Sheets Consulting, 4545 Sand Point Way NE, Suite 801, Seattle, WA. The contractor will provide continued facilitation services for the development of Work Plans and a Title Transfer Agreement as it relates to the April 2014 Term Sheet Agreement between the Nez Perce Native American Tribe, BOR, and National Oceanic and Atmospheric Administration (NOAA) Fisheries and the January 2015 Water Exchange and Title Transfer Appendices. The statutory authority for other than full and open competition is 10 USC 2304(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements.

If a responsible firm believes they have the technical capability to meet agency requirements, they are encouraged to submit a technical capability statement demonstrating the ability to provide the required services. Responses shall include the firms socioeconomic status and Unique Entity Identification (UEI) number. Reponses are due by 5:00 pm EST on December 23, 2024.
