Description:

The City of Bismarck (City) is seeking cost proposals to Haul Snow for Snow Removal Operations for Bismarck, ND for the 2026-2027 and 2027-2028 seasons.  This proposal covers a two-year period. Contractors may submit a bid for one or both years of the service period.

Sealed bids will be received in the office of the City Administrator, until 3:00 pm CT on Wednesday, August 26, 2026.  Bids will be publicly opened and reviewed at 4:00 pm CT on Wednesday, August 26, 2026.

The sealed bid may be mailed to the City Administrator (PO Box 5503, Bismarck ND  58506-5503) or otherwise deposited with the City Administrator (221 North Fifth Street, 4th Floor, Bismarck ND 58501) and shall be sealed and endorsed:

“Haul Snow for Snow Removal Operations"
Name of the person, firm or corporation submitting the bid
Phone contact of person submitting the bid.

Bids must be submitted on blanks furnished by the City of Bismarck and in accordance with specifications and conditions contained therein.  Copies of proposal blanks and specifications may be downloaded from the website or obtained from the Public Works Service Operations, 601 S 26th St, Bismarck ND  58504, or Gale Nicholson, For security reasons, you must enable JavaScript to view this E-mail address. or 701-355-1707 or 701-355-1700, option 3.  All bidders are invited to be present at the opening of the proposal.

The selected contractor(s) must submit a valid Certificate of Insurance (COI) demonstrating all required coverage limits prior to the start of any work or snow hauling services. The COI must be provided no later than three (3) business days before the commencement of work to allow adequate time for staff to verify the certificate. The contractor will not be permitted to begin any work until the COI has been received, reviewed, and approved.

Insurance Requirements: The City of Bismarck shall be named as an additional insured with a Waiver of subrogation written or marked on the policy. Limits of the policy: Commercial General Liability: $2,000,000 Each Occurrence and Automobile Liability: $2,000,000 Combined Single Limit (each accident).

The City shall reserve the right to hold all bids for a period of sixty (60) days, to reject any and all bids, to waive irregularities or to accept such as may be determined to be for the best interest of the City of Bismarck.  However, bids which do not comply with mandatory requirements imposed by law or late bids must be rejected.

GENERAL SPECIFICATIONS
1. Bids may be accepted or rejected in the best interest of the City of Bismarck.
2. Proposals may be rejected if they show any alteration of form, additions not called for,
conditional or alternate bids, incomplete bids, or irregularities of any kind or if they contain a
clause in which the bidder reserves the right to accept or reject a contract awarded to him.
Proposals in which the prices are obviously unbalanced or proposals otherwise regular which
are not accompanied by a satisfactory proposal guarantee will be rejected.
3. The right is reserved to cancel any and all awards under this letting for the failure to make
delivery within forty-five (45) days due to priorities or any other reason.
4. The total price is to be less federal excise tax for which exemption certificates will be furnished.
5. In the event of a conflict between General Specifications and the Detailed Specifications, the
latter will govern.
6. Where it is not readily determinable to the Board of City Commissioners as to the accessories
included or not included, the bidder shall attach to the proposal a complete statement listing
this information.
7. Purchases by the City of Bismarck are not subject to the North Dakota State Sales Tax.
8. Bids shall be on the bid forms furnished in the specifications packet.
9. The City reserves the right to reject any and all bids and to waive technicalities or to accept
such as may be determined to be for the best interests of the City of Bismarck. (Price shall not
be the sole determining factor. The City may consider other factors such as ease of use,
durability, effectiveness, reliability, or other costs or factors relevant to the operation of the
product). The quality of the product, conformity with specifications, suitability to requirements
and deliver terms shall all be taken into consideration during evaluation of bids submitted.
10. It is the policy of the City of Bismarck to comply with all laws, rules, regulations, and orders
with respect to local preference, non-discrimination, wages and hours and all other applicable
laws, rules, regulations, and orders. All suppliers, contractors, and service providers doing
business with the City of Bismarck must certify that they are in compliance with all federal,
state, and local laws, regulations and orders including but not limited to those regarding non-
discrimination, wages and hours, workers compensation and immigration. Failure of
compliance may result in the cancellation of any City of Bismarck contract and exclusion from
consideration for future contracts.
11. The City of Bismarck reserves the right to terminate the second year option of the proposal if
the costs proposed for the second year are determined to be unacceptable or not in the City's

best interest.

Detailed Specifications
Haul Snow for Snow Removal Operations
The City of Bismarck is seeking proposals to haul snow for snow removal operations with the following
requirements:
* Contract Period Options: The City of Bismarck reserves the right to terminate the
second year option of the proposal if the costs proposed for the second year are
determined to be unacceptable or not in the City's best interest.

One-Year Contract: October 1, 2026 through May 31, 2027

Two-Year Contract: October 1, 2026 through May 31, 2028

* Contractor(s) must provide proof of license to do business in the State of North Dakota.
* All fuel, maintenance costs, and repairs will be provided by the Contractor(s).
* The City of Bismarck will not be liable for any damages caused due to snow removal
operations.
* Contractor(s) must submit a valid Certificate of Insurance (COI) demonstrating all required
coverage limits prior to the start of any work or snow hauling services. The COI must be
provided no later than three (3) business days before the commencement of work to allow
adequate time for staff to verify the certificate. The contractor will not be permitted to begin
any work until the COI has been received, reviewed, and approved.
* Required Documents: The City shall be immediately notified of any cancellation or cessation
of insurance coverage. All below dollar values shall be in United States dollars.
Copy of Contractor's License or Business License to work in the state of ND.

* Only tandem trucks or larger able to haul 12 or more yards per load shall be bid.
* The City of Bismarck reserves the right to award to multiple bidders.
* The City of Bismarck is looking for a bid price per hour.
* Anticipated hours of operations: Midnight until 8:00 a.m. Based on snow storm totals,
additional hours may be needed.
