PROJECT NO. 1404 ON-CALL PROGRAM MANAGEMENT SERVICES

Historically, the City of Baltimore’s (City’s) Department of Public Works (DPW) has relied on engineering
consultants to provide program management services to support various compliance and capital improvement
programs such as the City’s sanitary sewer Consent Decree, Modified Consent Decree and capital
improvement plan. Therefore, past regulatory negotiations and solutions to recurring system performance
issues were based on engineered improvements and less emphasis on effects to water and wastewater
operations, rates and affordability.
The City recognizes the need for third-party program management support for the sanitary sewer Modified
Consent Decree (“MCD”), Wastewater Facilities Consent Decree, other environmental programs, other
regulatory programs, water and wastewater operations and DPW’s capital improvement program. The intent
of the contract is to have program management teams that (1) assists DPW with strategic planning of regulatory
compliance, staff/financial/capital improvements and asset/system performance, (2) assists DPW with
implementing a strategic plan that considers financial sustainability for the Department and affordability for
City rate payers and (3) supports daily program management activities for any of the five operating divisions
within the Bureau of Water and Wastewater.
