This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.
This solicitation is issued as a Request for Quotation (RFQ) in accordance with FAR Parts 12 and 13 and is being set aside 100% for small business concerns. The Government intends to award a firm-fixed price purchase order as a result of this solicitation.
The requirement is for a Smiths Detection HI-SCAN 5030C X-ray screening system, or equal. The brand name is specified to establish the required level of quality and performance. Offerors proposing an “equal” product must clearly demonstrate that the proposed product meets or exceeds all salient characteristics of the HI-SCAN 5030C. See FAR 52.211-6, Brand Name or Equal, for additional instructions.
The Government will evaluate quotes using the Lowest Price Technically Acceptable (LPTA) source selection process. Only those quotes determined to be technically acceptable will be considered for award based on price.
Offerors must carefully follow the instructions provided in FAR 52.212-1, Instructions to Offerors –Commercial Products and Commercial Services, and the accompanying addendum, which includes detailed guidance on how to submit a complete and responsive quote.
A brief question and answer period will be provided. All questions must be submitted via email to Craig.D.Dogger.civ@army.mil no later than 1200 PM CDT, 30 July 2025. Responses will be issued via an amendment to this solicitation.
