Title: Shelter Services -AOD
Addenda: 0
Release Date: 10/6/2025
Due Date: 11/7/2025
San Mateo County Behavioral Health and Recovery Services (BHRS), in partnership with the Health Care for the Homeless/Farmworker Health Program (HCH/FH), seeks qualified providers to deliver substance use services at designated shelter sites for individuals experiencing homelessness. The majority of individuals served will have co-occurring mental health conditions of varying degrees of severity, and the goal is for the services provided to be co-occurring capable as delineated in the most recent version of the American Society of Addiction Medicine (ASAM) Patient Placement Criteria (4 th Edition, 2023; Chapter 12). This initiative aims to improve access to co-occurring capable substance use disorder (SUD) treatment interventions including motivational enhancement, overdose prevention, Medications for Addiction treatment, facilitating linkage to Mental Health (MH) services when indicated, improving functioning within the shelter environment, and supporting eventual engagement and retention in housing.
Applicants should note that this Grant opportunity has the explicit purpose of promoting the development of co-occurring capable substance use disorder services that are more able to engage individuals with multiple challenges who are not likely to be successfully engaged in usual SUD outpatient services. For that reason, successful applicants will not only be able to serve this high need shelter population but also be able to use this opportunity to pilot the development of more innovative service approaches that can help to expand their ability to respond to priority population needs more generally.
