Summary
SPECIAL EDUCATION SUBSTITUTE STAFFING SERVICE

SCOPE OF SERVICE

The Bridgeton Board of Education is seeking to appoint a firm who will be responsible for providing substitute special education teachers, instructional aides and 1:1 aide to fill positions on an as-needed basis at the request of the district.

The selected firm will be required to meet with the Human Resource Manager to ascertain the district’s specific requirements.

Below is a list of the 2026-2026 district staff statistics.

  • The is an alternative contract to fill Special Education positions that cannot be filled by our primary Substitute Staffing contract.
  • Monolingual and Bilingual services needed.
  • Substitute Staffing are needed to fulfill IEP obligations.
  • Company shall be able to track attendance district wide, whether or not a substitute is required. Agency must demonstrate the accuracy of the proposed software. The district utilizes Frontline Absentee Management as its Attendance Tracking System district wide. The proposed software must integrate with the district’s current system.
  • District staff shall have the capability of reporting absences online or over the phone in a secure technological environment.
  • If the district operates on an alternate summer schedule, the contractor will be notified by the Human Resource office.
  • The district is not responsible for any billing over the specified hours. Any additional time must be authorized by the district.
  • The district reserves the right to seek substitute staffing from an alternative Contractor or to hire a substitute on its own, if the agency is not able to fill the districts requests.
  • Teachers and aides shall report 15 minutes before school starts and remain 30 minutes after school.
  • Teachers must be NJ- Certified
  • The District reserves the right to award the contract to multiple vendors to fill the needs of the District.


TERM OF CONTRACT

The term of contract shall be for a period of one year. Pursuant to N.J.S.A. 18A:18A-42 the contract may be extended for two one-year terms or one two-year term. Contract extensions shall be at the discretion of the Board of Education.

PRESENTATION PACKAGE – Submit with the RFP Response

The Bridgeton Public School District seeks from all participating respondents' information that will assist the district in selecting the respondent who will provide the highest quality services at a fair and competitive price.

All respondents shall prepare a presentation package to be submitted with the RFP. The Presentation Package shall include at a minimum the following:

  1. Management Criteria
    1. Business Organization

The respondent shall submit a full description of the business organization to include, but not be limited to:

      • Name, address, phone, fax, website, e-mail address and other information of the professional firm or individual;
      • An organizational chart noting the names of all principals and partners;
      • Resumes of key staff members; and
      • Other information concerning individuals of the professional agency that would assist the school district in the evaluation process.

    1. Qualifications; Relevant Experience

Respondents shall submit documentation highlighting qualifications and experience they have that will assist the school district in the evaluation and selection process.

Describe how the agency tracks time and attendance of their staff assigned to the district, to ensure accuracy of hours worked and billing.

MINIMUM MANDATORY SUBMISSION REQUIREMENTS

  1. Provide a description of the company’s background and staff credentials. Company should have at least three (3) years’ experience providing substitute-teaching services to public schools in the state of New Jersey.

  1. Provide a list of Board of Education clients for each of the last three years.


Provide references from at least three (3) of current and former Board of Education clients in the state of New Jersey.

  1. Describe your proposed fee structure. Fee structure should include any software cost and yearly maintenance.

  1. Provide detail cost projection scenarios for the following assumed district daily staffing need:

    1. Average of 15 Special Education Substitutes/day
    2. Average of 10 substitute instructional aids /day
    3. Average of 5 Child Study Members (in-person) including speech, LDTC, psychology, social worker, OT, PT, Bilingual services for all.
    4. Average of 5 ASL Teachers

  1. Provide information detailing successful coverage/fill rates

  1. Describe company’s hiring, credentialing, training, recruitment techniques and evaluation process. Specifically describe how the company will process criminal history checks in accordance with N.J.A.C. 18A:6-7.2

  1. Provide a description of services that will distinguish your company from the competition.

  1. Describe the web-based personnel management software that will facilitate the services provided.

  1. Include a detailed description of the implementation timeline.

  1. Describe company’s business practice as it relates to salary and benefits.

  1. Describe how company meets state credential requirements.

  1. Describe company’s reporting mechanisms and what steps are taken to ensure accuracy.

  1. Describe the capabilities of the proposed software and the type of support available. Include hardware needed to support the software.

  1. Describe how the contractor’s management will coordinate with the district’s Human Resource Manager to ensure cohesiveness.

  1. Agency shall have monthly meetings with the Director of Human Resources. Provide a description of what items will be covered in the monthly meeting. Meeting items shall include agency’s fill rate, recruitment activity and salary comparison.

  1. Describe how the company reports its achievements and progress.

PROPOSAL PRICE

Agency’s proposal shall include a pay rate for all positions listed

EVALUATION PROCESS; METHODOLOGY OF AWARDING CONTRACT

All responses are to be evaluated on the basis of whose response is the most advantageous to the district, price and other factors considered, and whose response will provide the highest quality of service at fair and competitive prices.

The Board of Education will use a one hundred (100) point system in evaluating all proposals. The criteria to be evaluated are identified below:
