Intent to Single Source - Electronic Lab Reporting and Informatics Messaging Services

The Indian Health Service, Office of Information, Division of Technology in Rockville, Maryland intends to negotiate a single source award to Association of Public Health Laboratories, Inc., UEI: FHAWFVPAM5Z4, for required participation in national laboratory reporting by obtaining access to the Electronic Lab Reporting (ELR) tool and Informatics Messaging Services (AIMS) provided by the Association of Public Health Laboratories (APHL). The Association of Public Health Laboratories, Inc platforms provide the ability to securely send data directly to all state public health jurisdictions using the HL7 messaging format and facilitate compliance with reporting mandates outlined in CARES Act Section 18115.

Period of Performance is starting February 6, 2025 through June 30, 2025.

NAICS 813920, Professional Organizations with a small business set aside standard of $23.5 million applies. The statutory authority permitting other than full and open competition is FAR 13.106-1(b), purchases not exceeding the simplified acquisition threshold may be solicited from one source if it is determined that the circumstances of the contract deems only one source available.

This notice of intent is not a request for quotations and a solicitation will not be issued in conjunction with the notice of intent.
