General Information

The City of Metter (hereafter referred to as “the City”) is requesting proposals from qualified developers for the development of workforce housing within the City. The City intends to work with the selected developer to prepare an application to the OneGeorgia Authority for a 2025 Rural Workforce Housing Initiative grant.  If awarded, grant funds will be used to construct infrastructure to serve the workforce housing development.

Questions regarding specific items in the RFP should be submitted in writing to City Hall, P.O. Box 74 or 49 South Rountree Street, Metter, Georgia 30439 or tconcannon@cityofmetterga.gov no later than Wednesday, February 12, 2025. No questions may be submitted after this deadline. Written answers to all written questions submitted will be provided to all interested parties by Wednesday, February 19, 2025.

To be considered, the proposer must submit complete proposals to City Hall, Purchasing Department, P.O. Box 74 or 49 South Rountree Street, Metter, Georgia 30439 by 3:00 PM on Wednesday, February 26, 2025. The City reserves the right to reject any or all proposals submitted. Incomplete applications will not be considered. There is no expressed or implied obligation for the City to reimburse the responding firms for any expenses incurred in preparing proposals in response to this request.

During the evaluation process, the City reserves the right, where it may serve the City’s best interest, to request additional information or clarifications from proposers, or to allow corrections of errors or omissions. At the discretion of the City, proposers may be requested to make oral presentations as part of the evaluation process.

SCOPE OF THE PROJECT

Due to the rising costs of housing, many residents within the City are rent-burdened and unable to purchase a home. In residential development, infrastructure improvements such as the installation of water and sewer lines, stormwater detention, and roads are among the factors that contribute to high housing costs. The city is eager to facilitate the development of workforce housing through targeted extensions of existing water and sewer infrastructure to developable sites.

To further the City’s goal of increasing the local supply of workforce housing and to reduce the cost to build new housing, the city will partner with a developer and apply for Rural Workforce Housing Initiative grant from the OneGeorgia Authority to help pay for infrastructure costs. If the Rural Workforce Housing Initiative grant is awarded, the funds will pay for infrastructure to support workforce housing on property provided by the developer, and the development partner will build and rent or sell the housing. Housing built using infrastructure funded by the grant must be affordable pursuant to program requirements specified by the OneGeorgia Authority.

A selection panel will be tasked with evaluating the proposals. The city manager will present their recommendation to the Metter City Council on March 10, 2025, for a final decision. Once a developer has been selected, the city and developer will work together to compile all documents required for the grant application by the April 2025 deadline. Award announcements for April applications are expected to be made by the OneGeorgia Authority in June 2025.
