Title: Water Reclamation Facility and Collection System Facilities Plan

The City is seeking a qualified Consultant to provide assessments and inspections, strategic planning, coordination, management, recommendations, and other necessary services to complete a Water Reclamation Facility and Collection System Facilities Plan. The Facilities Plan must address the key components of a Florida Department of Environmental Protection (FDEP) sponsored facilities plan and the requirements of 62-503 and 62-552, F.A.C. and any other applicable Florida Administrative Codes.
The Facilities Plan shall span a 20-year planning horizon and include specific documentation and details that address damage, impacts, loss of service, or disruption due to Hurricanes Helene and Milton in addition to the listed elements above.
Project is being funded through the Supplemental Agreement - Helene and Milton (SAHM), Consultants must adhere to the SAHM funding requirements, include 2 CFR 200. The City requires the final plan to be completed by October 30, 2026.
On December 21, 2024, the American Relief Act, 2025, P.L. 118-158, (“the Act”) became law. The funding for the Environmental Protection Agency (EPA) in Title VII of the Act is available only to states or territories in EPA Regions 3, 4, and 9 for wastewater treatment works and drinking water facilities impacted by Hurricanes Helene and Milton and the Hawai’i wildfires. Florida is eligible to apply for these CWSRF (Clean Water ie Wastewater) and DWSRF (Drinking Water) supplemental funds. States will administer the funds through existing SRF (State Revolving Fund) programs. SRF requirements and procedures apply to these supplemental funds.
Potential projects were identified through a Request for Inclusion (RFI) submittal process. Final project eligibility will be determined once the Facilities Plan is received and reviewed. Projects that are determined not to meet the Supplemental Agreement – Helene and Milton (SAHM) eligibility requirement will not be funded beyond the planning phase. With the initial RFI submittal, the City was awarded $19,166,503 in a capitalization, principal-forgiveness loan through FDEP SRF for clean water improvements.
