The Army Contracting Command - Rock Island (ACC-RI) requests a proposal to procure the following mortar and artillery fiber containers. The United States Government (USG) intends to award up to two (2) Lowest Price Technically Acceptable, Firm Fixed Price, indefinite delivery indefinite quantity (IDIQ) contracts with five (5), twelve (12) month ordering periods

The Fiber Containers will be built to a certified Technical Data Package (TDP). The TDP is coded as Distribution Statement A. Controlled Documents may be obtained by having an active Joint Certification Program (JCP) account. Offerors can obtain an active account by visiting https://public.logisticsinformationservice.dla.mil/jcp/search.aspx and submitting the necessary documents. When requesting access, provide the offerors Commercial and Government Entity (CAGE) Code in the Reason for Request block. Once offeror's account is active, offerors may request access to documents in this solicitation posting on https://www.sam.gov/ **PLEASE NOTE, THE PERSON APPROVED FOR OFFEROR'S BUSINESS IN JCP MUST BE THE PERSON WHO REQUESTS ACCESS IN SAM OR OFFEROR WILL BE DENIED.**
Offeror questions regarding the RFP and all attachments are due to Chelsey Love, Chelsey.m.love.civ@army.mil and Alex Sheppard, Alex.r.sheppard.civ@army.mil no later 03:00 P.M. Central Time, 03 March 2025 to ensure that all Offeror questions can be answered and posted for all potential Offeror's knowledge, prior to solicitation closing. All proposals for this RFP are due by 03:00 P.M. Central Time, 25 March 2025. This RFP shall not be discussed with any USG employee except PCO, Alex Sheppard or Contract Specialist, Chelsey Love. Offeror shall indicate the RFP number, W519TC-25-R-0005, in the subject line of all email correspondences pertaining to this RFP.
Note - The Technical Data Package has not been uploaded as of 21 February, and is expected to be uploaded 24 February 2025. ACC-RI has added 5 days to the original time frame of 30 days to account for the delay.
