REQUEST FOR FORMAL WRITTEN PROPOSALS FOR TREE REMOVAL, STUMP GRINDING AND DISPOSAL OF TREES/GRINDINGS OF CITY RIGHTS-OF-WAY ASH TREES

The City of Saint Peter, Department of Public Works, is requesting formal written proposals for tree removal, stump grinding, and disposal of trees/grindings of City rights-of-way Ash Trees.  The City reserves the right to reject any and all proposals, to waive defects in the proposal, and to accept the proposal that is in the best interest of the City.

Scope of Work:

  • All the work described below must be included in the total cost.
  • All fees, mobilization, or other charges shall be included in the unit price.  The city is tax-exempt. This request for proposal is funded by the Department of Natural Resources Community Tree planting grant and must comply with prevailing wage rules per Minnesota Statutes 177.41 through 177.50, as applicable.
  • Prior to the commencement of work, the contractor shall be licensed as a commercial tree worker with the City of Saint Peter.
  • Proposals over $25,000 will need City Council approval before work can begin.
  • The contractor is responsible for traffic control and job site safety protection. Include all traffic and safety costs in the unit price. Traffic control is mandatory.
  • The contractor is responsible for tree removal and disposal of all tree debris (trees must be removed to no more than 12” above ground level).
  • The contractor may dispose of trees, and grindings, at the City’s compost site located in LeSueur County south of Saint Peter, or another Minnesota Department of Agriculture approved EAB disposal site (the site is locked/gated, pre-coordination is required).
  • The contractor is responsible for the grinding of the stump and maintaining street cleanliness.
  • The contractor will remove all grindings/debris from the site (the contractor must restore any areas disturbed outside the tree stump perimeter to pre-work conditions).
  • City staff will install black dirt and reseed the ground-stump area.
  • The contractor must complete GSOC locates for each job site as required.
  • Stumps and roots must be removed to a minimum of 12” below ground level unless otherwise noted, or approved, by City staff.
  • The contractor must grind any surface roots outside of the tree stump perimeter (until removed, not necessarily to the minimum 12” depth).

All work is to be completed between December 17, 2025 – February 15, 2026.
