The Town of Agawam, Chief Procurement Officer in consultation with the Department of Public Works Department hereby requests written applications and bids from qualified contractors and/or individuals that wish to be considered for hire for snow plowing services.
The Town will make one or more awards for contracts sufficient to cover the Town's requirements. The Town of Agawam also reserves the right: (1) to reject any or all bids, or any part thereof; (2) to waive any informality in the bids; and (3) to accept the bid that is in the best interest of the Town (4) to negotiate a price on ITEM 1, and (5) to add additional vendors after the deadline if necessary. Consideration will first be given to the contractor/individual who has successfully and responsibly provided snow removal services to the Town in the past, and whose primary place of residence or business is in the Town of Agawam.
Item 1: The contract will be awarded to the responsible, responsive and qualified bidder who offers the low price for each location meeting minimum equipment specification cited in Section II, with consideration given to the contractor/individual who has successfully and responsibly provided snow removal service to the Town in the past and whose primary place of residence or business is in the Town of Agawam
Item 2: The contract shall be awarded within the categories specified in Section II, with consideration given to the contractor/individual who has successfully and responsibly provided snow removal service to the Town in the past and whose primary place of residence or business is in the Town of Agawam.
The snow and ice season shall commence on November 15, 2024 and expire on April 30, 2025. All successful contractors/individuals are expected to have their equipment ready at the beginning of each season.
New- Performance Bonus: Hired snow plow contractors can earn a potential of two performance bonuses totaling $1,000 per piece of equipment for snow plowing within the Town Of Agawam during the 2024-2025 snow season. The performance bonuses are broken down into two parts. The first performance bonus can be earned if the hired snow plow contractor signs up to plow for the Town before November 15, 2024 and plows at least one snowstorm in the 2024-2025 snow season. If both of these criteria are met, the first performance bonus of $250.00 will be awarded. A second performance bonus can be earned if the snow plow contractor provides snow plowing services for 75% of all plowable snowstorms (100% of the storms if you plow exclusively at schools or municipal building) over the 2024-2025 winter. For example, for snow plow contractors who plow town roads exclusively, if we have 4 plowable storms and the snow plow contractor completes plowing service for at least 3 of those storms, the second performance bonus is awarded. Those snow plow contractors who only plow schools and municipal building must complete 100% of the storms to earn the second bonus. The second performance bonus is $750.00. All earned snow plowing bonuses will be paid (on or about) April 18, 2025.

A copy of Certificate of Insurance listing “Town of Agawam" as the Certificate Holder ( Page # 17)

A signed workmen's compensation insurance Affidavit form or a certificate of workmen's compensation insurance. (Page # 18)

Contractors and/or individuals may submit applications for more than one vehicle. A separate form (page 15 only) must be used for each vehicle.
NO EQUIPMENT WILL BE ACCEPTED UNLESS ALL FORMS ARE COMPLETE AND ARE IN ORDER.
