The project will be awarded as an Electrical Prime Contract.
There will not be an official Pre-Bid meeting, but the site will be open from 10:00 am to 11:00 am on Monday, April 7, 2025 for any desired site visit inspection.
Plans, specifications, information for bidders and forms for proposals are available at no cost on PennBid.
Bids must be submitted electronically via desired PennBid Program on forms furnished by the Owner and must be accompanied by a certified check or bid bond issued by a Surety licensed to conduct business in the Commonwealth of Pennsylvania, in the amount of at least five percent (5%) of the total price bid made payable to the Owner.
The successful Bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price with a corporate surety approved by the Owner.
The Bidder's attention is called to the fact that this project is governed by U.S. Department of Housing and Urban Development Regulations as noted in the Bid Documents, including the requirement that all wages paid are consistent with the Federal Davis Bacon wage structure.
The work to be performed under this contract is subject to the requirements of Section 3 of HUD Act of 1968, as amended, 12 U.S.C. 170lu (Section 3) and 24 CFR Part 75. It should also be noted that there is a requirement to make best efforts to provide employment and training opportunities to Section 3 Workers in accordance with DCHA’s Section 3 plan, which is part of the Bid Documents.
Award of Contract will be to the lowest responsible bidder, but the Owner reserves the unqualified right to reject any or all bids and to waive any informalities.
