The U.S. Department of Health and Human Services (HHS) leads the national effort to improve public health. This RFI is a means of obtaining information from industry for HHS to explore the possibility of using one or more graphic building wraps to promote Make America Healthy Again. The Hubert H. Humphrey (HHH) Building, located at 200 Independence Avenue SW, Washington, DC, has architecture that may complicate the use of a building wrap to promote a healthy America. The building belongs to the United States General Services Administration and was listed on the National Register of Historic Places in 2024. HHS is requesting information from industry to gain a better understanding of graphic building wraps to determine whether this is a viable option for the HHH Building. The industry input received will aid in determining available sources may be considered in the preparation of an official solicitation package.
Responses should address the following questions:
Does the structure of the HHH Building allow for the use of a graphic wrap? If so, what options are available for the building? What is the impact to the building structure for the various options? What do the options entail and length of use? Is installation and tear-down included? What limitations must HHS keep in mind? What approvals may be necessary? What is typical timeline for a project like this? Can your company do the design, printing, installation, and tear down? If not, can you team with subcontractors to provide a full solution? What is the typical cost of building wraps of this nature? What experience does your company have with this type of work (provide pictures if available)? What details does HHS need to provide to industry in a solicitation, and is a site visit necessary to submit a proposal?
Please provide details on your socio-economic size status and the existence of any contract vehicles that can be leveraged for the work contemplated. The government is considering North American Industry Classification System (NAICS) code 541850, Indoor and Outdoor Display Advertising, for this requirement. If a different NAICS code is more fitting, please provide an explanation.
