1. BACKGROUND
Defense Logistics Agency – Strategic Materials (SM) operates the National Defense Stockpile (NDS) on behalf of the Office of the Under Secretary of Defense for Acquisition &Sustainment (OUSD A&S). Accordingly, SM has developed and implemented a comprehensive strategic materials risk assessment and mitigation process that identifies strategic and critical materials required for national security. The process compares demand to supply; analyzes supply sources and risks of supply chain interruption; and implements mitigation strategies to ensure an adequate and timely supply of those materials. It is a collaborative approach, whereby Government, industry, and academic experts contribute their knowledge in conjunction with timely market research and intelligence.
The Materials Operations division of SM (SM-MO) manages the inventory of the NDS. Among SM-MO’s responsibilities are, but not limited to, receiving new commodities, inspecting new and existing commodities, verification testing of materials, and material acceptance. To assist SM-MO in their activities, rapid and portable analytical instruments allow SM-MO personnel, and other SM personnel, to perform their mission in managing the NDS.
2. PURPOSE/OBJECTIVE
DLA Strategic Materials intends to purchase two hand-held Bruker S1 Titan XRF instruments, to included associated supplies and accessories.
3. SCOPE
The Government is seeking a one-time purchase of hand-held XRF instruments, manufactured by Bruker and with the brand name S1 Titan and associated supplies and accessories. The Government intends on purchasing the following items:
