This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. A. Objective:





To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation.





B. The Government requires one (1) computer numeric control (CNC) five (5) axis grinder machine in accordance with the below minimum specifications:






  1. The contractor shall provide one (1) CNC Grinding Machine with the following specifications and characteristics:





  • Minimum of five (5) cutting axes (X, Y, Z, C, and B) to include:

    • X, Y, and Z linear motor direct drive axes.

    • B and C torque motor direct drive rotary axes.



  • Minimum travels to include:

    • 18.3 inches of X axis.

    • 20.9 inches of Y axis.

    • 26.2 inches of Z axis.

    • 340 degrees of rotation for B axis.

    • 360 degrees of rotation for C axis.



  • Minimum resolution to include:

    • 0.000004 inches of X axis.

    • 0.000004 inches of Y axis.

    • 0.000004 inches of Z axis.

    • 0.0001 degrees for B axis.

    • 0.0001 degrees for C axis.



  • Minimum speeds to include:

    • 1180 inches per minute for X axis.

    • 1180 inches per minute for Y axis.

    • 1180 inches per minute for Z axis.

    • 2000 rotations per minute for C axis.



  • Use either a fully enclosed or semi-enclosed protective device to prevent the chip or cutting oil from injuring the operator.

  • Cast iron machine base.

  • Ability to grind high speed steel, carbide, or ceramic.

  • Ability to grind from blanks or resharpen existing tooling.

  • Minimum fluting length of 16.73 inches.

  • Minimum cutting diameter of 6.7 inches.

  • Minimum cylindrical grinding up to 9.8 inches.

  • Minimum workpiece diameter of 1.26 inches.

  • Machine must operate off Numroto Flexium+ path control with at least the following specs,

    • Control must be Windows 10 Pro 64 bit based.

    • Minimum CNC memory of 40 Megabyte (MB).

    • Parameterized programming using application software of free numerical control (NC) programming.

    • Integrated Personal Computer (PC) with minimum Intel Core i5-8500 (6 Cores/ 9 MB/ 6T/ up to 4.1 GHz/ 65 Watts (W).

    • Minimum of 16 Gigabyte (GB) Double Data Rate 4 (DDR4) non- Error Correcting Code (ECC) Memory 1.

    • Minimum of 256 GB Peripheral Component Interconnect Express (PCIe) Non-Volatile Memory Express (NVMe) Class 40 solid state drive.

    • Minimum of NVIDIA GeForce GT 730, 2 GB, FH (DP/DP).

    • Include integrated software for remote diagnostics.



  • Minimum 19 inch color touch monitor with two (2) Universal Serial Bus (USB) ports.

  • Wireless keyboard & mouse set.

  • Tricolor signal lamp for optical machine status.

  • Step on pedal for tool/collet clamping control.

  • Dimensional and weight requirements shall not exceed the following specifications:

    • 71.3 inches operating width.

    • 83.5 inches operating height.

    • 64.6 inches operating depth.

    • 8195 pounds.



  • Air conditioning unit for electrical cabinet.

  • Coolant washdown gun.

  • Integrated four (4) position wheel changer.

  • Grinding wheel probe for automatic wheel measurement.

  • Three Dimensional (3D) probe for tool inspection.

  • Workhead to meet the following minimum specs,

    • 2000 revolutions per minute (rpm).

    • International Standards Organization (ISO) 50 interface taper.

    • BCR32 collet chuck.

    • 1.26 inches of clamping capacity.

    • Automatic pneumatic clamp & unclamp via drawbar actuation.

    • Direct drive with encoder.

    • Liquid cooling.

    • One (1) button ejection collet.

    • Five (5) integrated coolant jets.

    • Schaublin Runout Adjustment System (SRS) automatic chuck pneumatic clamping with integrated runout adjustment system.



  • Spindlehead to meet the following minimum specs,

    • 12000 rpm.

    • 16.1 horsepower (HP).

    • 9.1-foot pounds of torque.

    • Six (6) inch wheel diameter capacity.

    • Up to three (3) wheels per arbor capacity.

    • HSK 50E arbor size.

    • Direct drive with encoder.

    • 340 degrees of rotation.

    • Fully sealed spindle with multiple labyrinths and 1 micrometer (μm) filtered positive air pressure.

    • Jacket cooling via oil.



  • Six (6) axis robot loader with the following specs,

    • Fully integrated into machine enclosure.

    • Fully sealed robot.

    • Minimum capacity of 1000 units.

    • Ability to bar pull raw material stock through workhead.

    • Ability to recover completed parts out of table retake vice and return to parts organizer.

    • Robot control device included.

    • Robot calibration kit included.

    • Robot double gripper with three (3) point grip.

    • Minimum 25.4-millimeter gripping range.

    • Integrated pallet table compatible with Rollomatic type b and c cassettes or equivalent.

    • Total capacity of three (3) cassettes (two (2) source and one (1) destination).



  • Numroto NRPlus expert software that includes programming options for,

    • Machine licenses with hardlock.

    • Numroto CNC Interface - NCI (Windows Operator Screen).

    • Simple milling cutters.

    • Simple drills/step drills.

    • Automatic tool measurement probing.

    • Automatic wheel measurement probing.

    • Complex milling cutters.

    • Complex drills/step drills.

    • Roughing profiles.

    • Multi-helix.

    • Kennametal SE/TF drill points.

    • Form cutters.

    • Cylindrical grinding.

    • Form Steps - Drawing Exchange Format (DXF) defined.

    • 3D collision checking.

    • 3D tool simulation.

    • Special grinding function.



  • In-process measurement. Ability to measure ground diameter immediately after the according operation is finished. Ability to set offsets on final pass based off checked measurement.

  • In process C axis workhead mounted wheel dresser with the following specs,

    • Minimum of 16000 rpm.

    • Minimum motor size of 3.1 horsepower (HP).

    • Programmable wipe dressing.

    • Minimum dressing wheel diameter of six inches.

    • Automatic wheel profiling.

    • Can program based on DXF.

    • Door interlocks with switches.



  • Light Emitting Diode (LED) work lights.

  • Automatic power off function or equivalent.

  • Background edit function or equivalent.

  • Shipping and installation of machine to/at Aberdeen Proving Ground (APG), MD 21005






  • Delivery to 6375 Johnson Road, Building 321, Aberdeen Proving Ground 21005 no later than six (6) months After Receipt of Order (ARO).




  1. Accessories



The contractor shall provide compatible accessories included with the equipment:




  • One (1) machine calibration kit.

  • Two (2) probe breaking points.

  • One (1) electrical transformer to step up house 208 voltage to meet machines requirements.

  • Schaublin collets to include one (1) of each of the following sizes,

    • 1/8 inch (”), 3/16”, ¼”, 3/8”, ½”, 5/8”, ¾”, and 1”.

    • 4 millimeter (mm), 6mm, 8mm, and 10mm.



  • One (1) air operated retractable vice that mounts to rigid clamping table.

  • One (1) rigid clamping cast iron table mounted on the x-axis for mounting of tool supports with eight pneumatic ports.

  • One (1) automatic tailstock that mounts onto the rigid table with horizontal and vertical clearance. Also with adjustable clamping pressure and fine adjustments.

  • Four (4) HSK 50E 1 ¼ inch by 68-millimeter arbors.

  • Four (4) HSK 50E 1 ¼ inch by 36-millimeter arbors.

  • Four (4) exchangeable coolant manifolds.

  • Two (2) four-millimeter, type B, 300 slot cassettes.

  • Two (2) six-millimeter, type B, 300 slot cassettes.

  • Two (2) eight-millimeter, type B, 300 slot cassettes.

  • Two (2) ten-millimeter, type C, 150 slot cassettes.

  • Two (2) silicon carbide dressing wheel (150mm x 20mm x 20mm).

  • Two (2) silicon carbide dressing wheel (150mm x 10mm x 10mm).

  • One (1) Ebbco BASIC oil filtration system with tank and pumps. Minimum specs of,

    • 0.005-millimeter mm filter level.

    • 25 gallon per minute (GPM) flow rate.

    • Floor size of 63" x 30" x 48".

    • 75-gallon oil capacity.

    • 24000 British Thermal Unit (BTU) per hour chiller.



  • Two (2) 55-gallon drums of Oelheld SintoGrind fully synthetic cutting oil.

  • One (1) air filtration system with hepa filter unit. Minimum 500 cubic feet per minute (cfm) flow rate.

  • One (1) 12 lb. FIRETRACE FM-200 System with Alarm. Includes the following,

    • One (1) 12 lb. cylinder with valve & gauge.

    • Twelve (12) pounds fm-200 extinguishing agent.

    • Two (2) cross pattern nozzles.

    • Firetrace detection tubing.

    • Stainless steel tubing.

    • Fittings.

    • High pressure tubing connectors.

    • Manual release with gauge.

    • Audible/strobe alarm.

    • Firetrace control box.

    • Nitrogen.

    • Hardware fasteners.

    • Turnkey installation and testing.

    • Firetrace System will be electrically connected to the machine's E-stop circuit.



  • One (1) wheel balancing machine to meet the following specs,

    • Touch screen display.

    • Fully enclosed.

    • Automatic arbor clamping.

    • Spindle drives included.

    • Pneumatic tool clamping.

    • Emergency stop.

    • Interchangeable laser pointer.

    • Balancing screws included.

    • Balancing arbors included.



  • Three (3) machine programming stations.

  • Delivery to 6375 Johnson Road, Building 321, Aberdeen Proving Ground 21005 no later than six (6) months After Receipt of Order (ARO).




  1. Training




  • The Contractor shall provide at least four (4) days of on-site training for CNC grinder set up/programming and four (4) days of training at manufacturer’s facility. The training person(s) shall be capable of obtaining a visitors security badge.

  • The contractor/machine manufacturer shall offer free online training and maintenance courses.1

  • 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.






  1. Distribution




  • DISTRIBUTION STATEMENT A. Approved for public release; distribution is unlimited.

  • Access and general protection/security policy and procedures. This standard language is for contractor employees with an area of performance within Army controlled installation, facility, or area. Contractor and all associated sub-contractor’s employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.


  • For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.







C. Responses:
