Intent to Sole Source - Milwaukee County OASIS Radio Network Access

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT

The 128th Air Refueling Wing Mission Support Contracting Office intends to award a Sole Source contract to Milwaukee County Office of Emergency Management, Inc., 633 W Wisconsin Ave. Suite 700 Milwaukee, WI 53203, for OASIS radio network access, see attached Sole Source Justification.

128th ARW/MSC will use Simplified Acquisition Procedures and Other Than Full and Open Competition.

The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

The proposed contract action is Sole Source only.

In accordance with FAR 5.102, the required justification documentation is attached.

This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 1:00 PM C.S.T, 16 December 2024. via email to mark.tonkinson.2@us.af.mil.

A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.

This notice of intent is not a request for competitive proposals. However, all proposals received by the closed date specified herein will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
