NOTICE TO BIDDERS
Garland County, Arkansas will receive sealed bids at the Garland County Courthouse, 501 Ouachita Avenue, Room 210, Hot Springs, Arkansas, 71901, for the Garland County Sheriff’s Office Parking Expansion, until 2:00 PM CDT, on the 12th of May, 2025 at which time and place all bids will be publicly opened and read aloud.
The construction will consist of approximately the following:
Construction of an asphalt parking lot involving clearing, grubbing, unclassified excavation and compacted embankment, curb and gutter, sidewalk, a detention pond with outlet control structure and concrete pipe connecting with public storm sewer, security fence and electric gate system, electric light pole foundations, light pole and luminaires, electrical service point, junction boxes and conduit runs, electrical conductors for service to luminaires and electric gate system, landscaping, erosion control, pavement marking, and all other work as specified by the plans and construction documents.

A certified check or bank draft payable to the order of Garland County negotiable U.S. Government bonds (at par value), or satisfactory bid bond executed by the bidder and an acceptable surety in an amount equal to five percent (5%) of the total of bid shall be submitted with each bid.
Each bidder must be in compliance with the requirements of Act 150 of 1965, effective June 9, 1965, subject to any subsequent amendments, which is the current Arkansas State Licensing law for Contractors.
The County reserves the right to reject any or all bids, to waive irregularities and/or informalities in any bid, and to make an award in any manner, consistent with law, deemed in the best interest of the County.
Evaluation of the bids will include compliance with bid specifications and price. Price alone may not be the sole consideration in awarding of this bid.
Bids may be held by Garland County for a period not to exceed thirty (30) days from the date of the opening of bids for the purpose of determination of the successful bidder prior to awarding of the contract.
