BID SOLICITATION
1.01 Sealed bids for Blytheville Library Skylight Cupola Re-Bid at the Blytheville Public Library, Mississippi County Library System, 200 N. 5th St., Blytheville, Arkansas 72315 will be received until 2:00 P.M., Local Time on May 1, 2025 at the Blytheville Public Library, 200 N. 5th St., Blytheville, Arkansas 72315, and then will be publicly opened and read aloud.
1.02 A mandatory pre-bid conference will be held at 10:00 AM, April 24, 2025 at the building location at 200 N. 5th St., Blytheville, Arkansas 72315. Contractors failing to attend this meeting or arriving late for this meeting will forfeit the right to submit a bid. Subcontractors are strongly encouraged to attend this meeting but are not required to attend. The Owner reserves the right to schedule additional meetings.
1.03 The work includes installation of a new wood-framed cupola over the existing building skylight, including glazed curtain wall, sloping roof insulation and TPO roof membrane over composite wood roof framing, all to be let under one prime contract.
1.04 A cashier’s check or acceptable bidder’s bond payable to the Owner in an amount not less than 5% of the base bid submitted must accompany each bid as a guarantee that, if awarded the contract, the bidder will promptly enter into a contract and execute such bonds as may be required. If a Bid Bond is provided, the Bond must be signed by an authorized agent of the Bonding Company and the agent’s power of attorney must be submitted with the Bid Bond.
1.05 Copies of drawings, specification and other proposed contract documents are on file and are open to inspection at the following places.

1.06 General Contractors may obtain copies of contract documents from Southern Reprographics, Inc., 901 West 7th, Little Rock, Arkansas 72201 (Phone 501-372-4011) for the actual cost of printing, which is not refundable

1.07 Bidders, sub-bidders, material suppliers and other interested parties are encouraged to obtain complete sets of Bid Documents. Complete sets of Bid Documents should always be used in preparing bids. Neither the Owner nor Architect assumes responsibility for errors in bidding or misinterpretations of Bid Documents resulting from the use of incomplete sets of Bid Documents. The documents obtained through the Architect are considered the official version and take precedence if any discrepancies occur. The use of incomplete or inaccurate Bid Documents does not relieve the bidder of the obligation to perform all work related to his bid as detailed in a complete set of Bid Documents.
1.08 All bidders shall conform to the requirements of Arkansas Code Annotated 17-25-101, Arkansas State Licensing Law for Contractors.
1.09 Pursuant to Ark. Code Ann. 22 9 203, the Owner encourages all small, minority, and women owned business enterprises to submit bids for capital improvements. Encouragement is also made to all general contractors that in the event they subcontract portions of their work, consideration is given to the identified groups.
1.10 The Owner reserves the right to waive any formalities in, or to reject any or all bids.
1.11 No bidder may withdraw his bid within 60 days after the date of the opening thereof.
1.12 The Mississippi County Library System is responsible for payment for this advertisement.
