DCY-C-2627-0102R Evaluator for the Responsible Fatherhood Initiative

The purpose of this RFP is to solicit proposals on behalf of DCY, through the Ohio Commission on Fatherhood, to procure an independent evaluator for the Responsible Fatherhood Initiative, Strong Fathers, Strong Families (RFI). RFI is a statewide initiative designed to strengthen father engagement and improve outcomes for children and families across Ohio through a combination of statewide outreach and locally delivered services.

The selected Offeror will be responsible for evaluating the effectiveness, implementation, and sustainability of RFI programming, including services delivered by RFI-funded subrecipients operating across 66 Ohio counties. Evaluation activities will include analysis of program performance, participant-level and aggregate data, and implementation practices to support accountability and continuous program improvement.

The overarching objective of RFI is to improve outcomes for children and families by strengthening fathers’ capacity to build stable, positive, and engaged relationships with their children. The evaluator procured through this RFP will support this independently by providing objective analysis, actionable findings, and technical insight to inform program refinement, policy decisions, and future sustainability planning.
