Description
NOTICE OF INTENT TO AWARD

1. The Network Contracting Office (NCO) 16, located at Galleria Financial Center, 5075 Westheimer Rd, Ste 750, Houston, TX 77056, intends to solicit and award Sole Source, Firm-Fixed-Price, Purchase Order to Community Veteran Coordinator organization for Mental Health Clinician / Chaplain Collaboration (MC3): A Pilot Study. MC3 intervention uses VA chaplains to facilitate forgiveness and community reintegration for Veterans with symptoms of moral injury. The purchase order will be for Central Arkansas Veterans Healthcare System (CAVHS) in Little Rock, North Little Rock in Arkansas.

Contractor shall assist in training and monitoring the intervention team of VA chaplains who will be delivering the MC3 intervention. The MC3 intervention is focused on addressing symptoms of moral injury (guilt, shame, social isolation) by facilitating forgiveness (God/Higher Power, self, and others) and community reintegration. A VA chaplain will meet with a veteran individually, up to 12 visits, over a period of up to 6 months, to accomplish these goals. A draft version of the MC3 intervention manual is available to guide the chaplain and veteran through this process. The contractor shall also participate in revising the MC3 intervention training manual, peer-reviewed publications, and reports that result from this pilot study.

Contractor shall participate in weekly televideo MC3 project team meetings and additional televideo MC3 project team meetings as needed.

Contractor shall focus on maximizing the acceptability, feasibility, and effectiveness of the MC3 intervention through participation in weekly MC3 intervention meetings with VA chaplains delivering the MC3 intervention.

Contractor shall maintain an up to date working copy of the MC3 intervention training manual that reflects MC3 project team discussions.

Contractor shall participate in producing a subsequent proposal for larger randomized controlled trial if the results of the pilot study support doing so.

Contractor shall have experience working as a VA chaplain, experience connecting community and VA resources to benefit VA patients, experience working with and training community clergy about Veteran moral injury problems and VA resources, experience creating treatment manuals and peer-reviewed manuscripts, has participated in prior VA Health Systems Research funded projects and has completed VA research training requirements.

Contractor shall have 15 years of experience with projects/studies similar to this requirement.
2. The North American Industry Classification (NAICS) code for this acquisition is 813110, Electronic and Precision Equipment Repair and Maintenance. NAIC Size $13.0

3. This procurement is being conducted under Federal Acquisition Regulation (FAR) Parts 12 and 13 in accordance with (IAW) FAR Part 13.106-1(b) Soliciting from a single source.

4. The anticipated award date is February 19, 2025. The Government intends to award a Firm-Fixed-Price contract.

5. Please note that this is not a request for competitive quotes and is being posted for informational purposes only. The government does not anticipate receiving responses to this notice. However, interested parties who disagree with this action may submit a letter of interest that demonstrates your firm s technical expertise, certifications, and personnel experience to compete for this acquisition to include a rationale for why you should be considered. The government reserves the right to verify any request additional documentation submitted.

6. Interested parties may identify their interests and capability to respond to this requirement within ten (10) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.

7. Interested parties may identify their interest solely via email to Contracting Officer, Anthony Marion, Anthony.marion2@va.gov no later than February 10, 2025, 10:00am Central Standard Time (CST). When responding to this announcement, respondents should include " 36C25625Q0455 Notice of Intent" in the subject line.

8. Late responses shall not be accepted. No telephone inquiries will be accepted nor will phone
calls be returned. Only emailed responses will be considered. Information received will be
utilized solely for determining whether to conduct a competitive procurement. A determination
not to compete this proposed acquisition based upon responses to this notice is at the sole
discretion of the Government.

NOTE 1: Contractor shall the meet the experience and requirements in Section 1 of this document.

NOTE 2: Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
