This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED.



The solicitation number for this procurement is FA483025Q0033 and it is issued as a Request for Quotation (RFQ).



All References to “offer” or “offeror” in the clauses and provisions incorporated below are deemed to have the meaning of “quotation” and “quoter” respectively. Any quotation received in response to this RFQ is not binding until the contractor either signs the purchase order issued at time of award or starts of performance.



Need two new 350hp outboard motors that work with gasoline for the 38th RQS Safeboats. Motors would be installed by a certified dealer and come with a 5 year warranty.



The 38th RQS needs

- 2 gas engines at least 350hp If diesel is provided contractor must pay for flushing out boat and equipping the boat so that it is ready to perform using diesel. This additional cost must be presented on the quote.

- Based on the needs of the mission, engines need to be as light as possible (700lbs or less).

- an electric steer helm

- a Digital Gauge, that presents fuel level, boat speed, trim, RPMs, and fuel usage.

- all necessary engine harnesses

- all necessary start and stop switches

- stainless steel props (2)

- Fuel water separator filters (2)

- Dual electric shifter

- Misc. Dash Covers

- Labor to install

- Turn key ready to run



We are currently trained to maintain and upkeep Mercury and Yamaha motors. Any other type of motors will need to include the cost of in-person training to teach the 38th RQS team how to do proper upkeep and maintenance in their quote.



We are currently have a steering system built compatible for Mercury and Yamaha motors. Any other type of motors will need to include the cost of rewiring and setting up the steering system for the new motor so that it will be ready to use in their quote.

Note: We are accepting engines other than Mercury and Yamaha. However please note it is a REQUIREMENT that the end result be a engines properly installed and set-up with our boat. The boat must function as needed by our mission with the new engine and our team MUST be trained by the offeror to maintain and upkeep whatever brand of engine offerered. Any training or rewiring/flushing/reworking of our watercraft needed to make the engines compatible to fit our needs need to be included in the cost.

In order for your quote to be accepted and able to be technically evaluated you must provide:

- Technical specifications of the proposed engine

- If providing a brand that is not currently compatible with our boat provide a detailed plan for how you intend to do the work to make it compatible and the training you will provide our team on the upkeep of the engines.

Current motors have reached the 800hr mark. Once motors reach this hour cycle they will start breaking down. New motors would come with an extended warranty that will save the unit money if anything was to break,

Motors would be available as a commercial item. They are not military unique.



IAW FAR 52.212-2, Evaluation-Commercial Items, the Government will award a contract to the offeror whose offer is judged to represent the best value to the Government based on price, technical acceptability, and past performance records.

Answers to all questions will be posted to SAM.gov when the government has generated any and all answers. Should an amendment be necessary to allow for additional time, this solicitation may be extended with a later quotation due date.
