Description

The Princeton Plasma Physics Laboratory is seeking qualified sources to draft and certify a SPCC Plan with SWPP and Legionella water management program addendums and provide certification of a permitted LSI through a Subcontractor in full

compliance with US EPA regulations and all federal, state, local, and PPPL environmental rules IAW the attached Statement of Work



Sevices shall include the following tasks:



Task 1: Site Visits and Inspections

To satisfy the USEPA planning requirements, Subcontractor will

conduct one site visit at the facility. The site visit will be conducted to

kick off the project and accomplish the following tasks:

 Consult with PPPL personnel to make sure the information

contained within the current plans coincides with the actual

operations at the facility;

 Gather information on any changes or facility upgrades that have

occurred at the site since the last update of the plans;

 Discuss the existing plans and policies;

 Discuss the new format of the plan and focus on potential

additions and/or removal of information;

 Review and mark-up the existing facility drawings/diagrams; and

 Conduct a site walk.

b. Task 2: Plan Preparation

 Using the information gathered during the site visit, Subcontractor

will update the SPCC Plan with good engineering practices. The

plan will include information for SWPP and Legionella water

management program addendums.

 The cost of this scope assumes that one site visit will be required

and that information from PPPL is provided in a timely fashion.

Should additional technical changes occur at the site during the

preparation of the plan, Subcontractor may need to conduct

additional on-site visits for verification of the change(s) and would

prepare a separate cost estimate to incorporate the site visit(s).

 Subcontractor will professionally certify the combined plan that

satisfies requirements and guidelines per USEPA 40 CFR 112.

 After PPPL’s review and after Subcontractor incorporates

pertinent modifications or changes, Subcontractor will provide two

hard copies of the certified Plan. An electronic version of the final

document will also be provided in PDF format for PPPL’s records.

 Upon notification from PPPL of significant site changes affecting

the Plan, Subcontractor will review and revise the document(s), as

necessary. This may include portions of Tasks 1 and 2.

c. Task 3 Training

 Subcontractor will identify groups to be trained.

 Generate and tailor training materials for each group.

 After PPPL’s review and after Subcontractor incorporates

pertinent modifications or changes Subcontractor will deliver

finalized training materials.

 Subcontractor will review and revise the training materials upon

any changes to the Plan, as necessary.

d. Task 4 LSI Certification

Subcontractor will conduct an inspection, repair, integrity test, and PE

certification of PPPL’s LSI in conformance with the following

requirements:

 Inspection: Identify all rips, torn seams, and any punctures.

 Repair: Any rips, tears, or punctures must be repaired using a

manufacturer-recommended method that is agreed upon between

the PE and repair technician or similar manufacturerrecommended

method with the same or similar material as the

existing liner.

 Liner integrity test: Subcontractor will need to complete a liner

integrity test upon completion of the repairs. The integrity test will

adhere to ASTM Standard Test Method D 6392 standard, or a

similar manufacturer-recommended method.

 Certification: Subcontractor’s PE will need to certify the patches

were applied correctly and the liner integrity test passed.
