REQUEST FOR QUALIFICATIONS
CONSTRUCTION MANAGEMENT SERVICES
The City of Guthrie, Oklahoma (“City”) is requesting proposals for Construction Management Services for the construction of: Highland Hall Remodel, Community Center Remodel, and Owen Field Softball Facility Expansion and Retrofit.
Construction Management Services
The project delivery method will be At-Risk Construction Manager with a Guaranteed Maximum Price. The successful firm will work with the City and architect to provide preconstruction and construction services to achieve a cost-effective design and a high-quality project. The successful firm will be responsible for scheduling, estimating, value analysis, constructability reviews, bidding, project administration and continuous inspection for quality / cost control and safety. The parties’ obligations, including scope of services, will be governed by the Standard Form of Agreement between Owner Construction Manager (AIA A133-2019), as amended by the City.
The response to this RFQ shall include a fully completed Construction Manager Qualification Statement and a statement of the proposed amount for Construction Management Fee (expressed as a lump sum or percentage of the Cost of the Work) and General Conditions. The General Conditions shall include all management staff, project staff, superintendent and, where necessary and appropriate, construction office with set up. Reimbursable expenses permitted in addition to General Conditions will be determined after the project has been designed and may include, where applicable, testing services, equipment rental, job signs, fencing and construction barriers, postage, cleaning and permitting costs.

Submission of Responses
The response to this RFQ should be submitted by April 10, 2024 at 2:00 P.M. to the following address:

All proposals must be clearly marked on the exterior of the envelope “2025-02 RFQ FOR CMAR”. Submit 5 copies of the Qualification Statement as well as a digital PDF file on a thumb drive or similar of your entire proposal. Responses to the RFQ shall become the property of the City and the contents will be kept confidential prior to the award of the contract.
Evaluation of Qualification Statements
The City will review the responses to the RFQ and select two or more candidates for interviews. The City will select a candidate who, on the basis of professional qualifications, technical experience and past performance, best satisfies the needs of the project and represents the best value to the City. The City reserves the right to accept or reject any candidate or to take any course of action that may be determined to be most advantageous to the City.
