Utah 2nd District Juvenile Court Sex Offender Treatment Services

Project Description: The purpose of this request for proposal is to enter into a contract with a qualified firm to provide Juvenile Sex Offender Treatment Services to juveniles who are under the jurisdiction of the Second District Juvenile Court which encompasses Weber, Davis, and Morgan Counties.,
The targeted population is juveniles between the ages of 12 and 18 who have come under the jurisdiction of the Juvenile Court. The population is predominantly male. They often have multiple victims, which are usually younger children, often siblings. Many of these juveniles possess unique issues regarding sexual misconduct, developmental delays, and impaired intellectual capacity, substantive mental health diagnosis and maturation factors. Juveniles are expected to remain in the community under the supervision of the probation department and attend school and other services as ordered by the court. Some juveniles may be from families where English is not the primary language spoken in the home; therefore, Offerors must be prepared to provide services for non-English speaking families in their primary language. The Offeror must also specify how cultural competency will be addressed throughout their proposal strategy and must demonstrate that services will be delivered in a culturally competent manner.
