Bid Opening: October 27, 2025, immediately following deadline
Bid Holding Period: Bids remain irrevocable for 60 calendar days after opening
Property Address: 429 & 431 East Third Street, Borough of Mount Carmel
Note: The structure currently bears the numbers 431 & 433 East Third Street (due to 911 address updates).
The structure is burnt and uninhabitable.
The work includes, but is not limited to:
Demolition of the existing structure, fencing, retaining wall, and private sidewalk
Foundation removal and rubbish disposal
Asbestos abatement as needed (supervised by a certified inspector)
Utility disconnection work
Installation of a new handrail along East Third Street, extending to the existing handrail
Installation of a new wooden fence at the rear of the property to match adjacent fencing
Site restoration and all appurtenances required for a complete project
Asbestos Handling Requirements:
The structure is unsafe to enter for asbestos testing; therefore, an asbestos inspector will be present during demolition.
Building materials must remain adequately wet throughout demolition, cleanup, and disposal.
If visible emissions occur, demolition must stop until further wetting eliminates emissions.
Contractors must comply with EPA Asbestos NESHAP regulations (40 C.F.R. §§ 61.141, 61.145).
