Project Description

The structure is burnt and uninhabitable.
The work includes, but is not limited to:

  • Demolition of the existing structure, fencing, retaining wall, and private sidewalk

  • Foundation removal and rubbish disposal

  • Asbestos abatement as needed (supervised by a certified inspector)

  • Utility disconnection work

  • Installation of a new handrail along East Third Street, extending to the existing handrail

  • Installation of a new wooden fence at the rear of the property to match adjacent fencing

  • Site restoration and all appurtenances required for a complete project

Asbestos Handling Requirements:

  • The structure is unsafe to enter for asbestos testing; therefore, an asbestos inspector will be present during demolition.

  • Building materials must remain adequately wet throughout demolition, cleanup, and disposal.

  • If visible emissions occur, demolition must stop until further wetting eliminates emissions.

  • Contractors must comply with EPA Asbestos NESHAP regulations (40 C.F.R. §§ 61.141, 61.145).

Bid Security & Requirements
  • Each bid must include one of the following, equal to 10% of total bid price:

    • Certified check

    • Cashier’s check

    • U.S. Government Bonds (at par value)

    • Approved Bid Bond (payable to Borough of Mount Carmel)

  • Successful bidder must promptly provide required bonds, insurance, submittal documents, and executed agreement.

Labor & Compliance Requirements
  • Prevailing Wage Rates: State and Federal regulations apply

  • Funding: Community Development Block Grant (CDBG)

  • MBE/WBE Goals:

    • Minority Business Enterprise (MBE): 5%

    • Women’s Business Enterprise (WBE): 3% (for contracts ≥ $25,000)

  • Section 3 Goals (24 CFR Part 75):

    • 25% of total labor hours = Section 3 workers

    • 5% of total labor hours = Targeted Section 3 workers

    • Section 3 business concerns may receive bid preference

  • Bidders must submit documentation of all MBE/WBE/Section 3 outreach and commitments with their bids.

The Borough of Mount Carmel reserves the right to:

  • Award to the most responsible bidder

  • Reject any or all bids

  • Waive irregularities

  • Negotiate contract amounts
