• Bid Opening: October 27, 2025, immediately following deadline

• Bid Holding Period: Bids remain irrevocable for 60 calendar days after opening

• Property Address: 429 & 431 East Third Street, Borough of Mount Carmel

• Note: The structure currently bears the numbers 431 & 433 East Third Street (due to 911 address updates).

The structure is burnt and uninhabitable.
The work includes, but is not limited to:

• Demolition of the existing structure, fencing, retaining wall, and private sidewalk

• Foundation removal and rubbish disposal

• Asbestos abatement as needed (supervised by a certified inspector)

• Utility disconnection work

• Installation of a new handrail along East Third Street, extending to the existing handrail

• Installation of a new wooden fence at the rear of the property to match adjacent fencing

• Site restoration and all appurtenances required for a complete project

Asbestos Handling Requirements:

• The structure is unsafe to enter for asbestos testing; therefore, an asbestos inspector will be present during demolition.

• Building materials must remain adequately wet throughout demolition, cleanup, and disposal.

• If visible emissions occur, demolition must stop until further wetting eliminates emissions.

• Contractors must comply with EPA Asbestos NESHAP regulations (40 C.F.R. §§ 61.141, 61.145).

  • 25% of total labor hours = Section 3 workers
