Middlesex County is seeking a consultant to provide professional planning services (“Services”) to develop deliverables listed in the Scope of Work (“Scope”) for the Middlesex County Transportation and Mobility Plan Update (“Plan”). As such, deliverable reviews and approvals will be conducted by both entities. In addition, this is a fixed-budget project. No additional funds will be made available for costs beyond those in the contract award.
The new Middlesex County Transportation and Mobility Master Plan will unify and build upon a range of County initiatives since the 2013 New Horizons in Mobility Plan. It will integrate policies and findings from plans including but not limited to the Destination 2040 Strategic Plan, Vision Zero Action Plan and its associated goals, Southern Middlesex County Freight Movement Study, recommendations from Road Safety Audits, Middlesex County’s Complete Streets perspective, and various multi-modal mobility and micro-transit initiatives, such as the RIDE on-demand pilot, planned South Amboy and Carteret ferries, proposed mobility hubs, and the Data City smart mobility initiative.
This updated Plan will also reflect ongoing efforts from the InvestSmart, the draft right-of-way plan, Forward Together, the County’s human services transportation plan, the draft Bike Easy. Walk Safely plan, draft Greenway Guide, and the upcoming update to the County’s Land Development Standards.
Aligned with the NJTPA’s Long Range Transportation Plan and Regional Capital Investment Strategy, the Master Plan will outline actionable policies to support resilient, and safe mobility for all Middlesex County residents—establishing a holistic, forward-looking vision for the County’s transportation future.
The outcome of the study will be a plan which brings together all current and anticipated County policies, and will be aligned with the NJTPA’s long term transportation and mobility goals under one umbrella and identifies innovative and sustainable outcomes.
