UPDATE # 2 (28 MAR 2025): PEO Enterprise and IPPS-A will not release a follow up RFI this month (MAR 2025). The contract approach is evolving to align with recent senior leader guidance. Any currently scheduled one-on-one meetings with industry will be cancelled pending additional updates. Please continue to watch SAM.gov for additional information.



UPDATE # 1 (21 FEB 2025): Release of the second RFI is anticipated for March 2025. Please continue to watch SAM.gov.



This is a Request For Information (RFI) and Sources Sought notice to assist Program Executive Office Enterprise (PEO Enterprise) Integrated Personnel and Pay System – Army (IPPS-A) with identifying vendors interested in partnering with the Government to inform the requirements and support the continuous development, integration, and delivery of IPPS-A capabilities.



The acquisition strategy for this procurement opportunity is being considered for a full and open competition, as competitive delivery or task orders under other contract vehicles, Indefinite Delivery Indefinite Quantity (IDIQ), or a combination approach.



The attachment, “IPPS-A MAHC III RFI 20241114” is the detailed RFI to be referenced.

AMENDMENT 1: INDUSTRY DAY INFORMATION



The amendment provides information for Industry Day and does not alter the Request for Information/Sources Sought in any way. The RFI due date remains NLT COB 16 December 2024.



Integrated Personnel and Pay System - Army (IPPS-A) Increment II is hosting a virtual Industry Day to discuss the Managing Army’s Human Capital – Innovation, Integration and Implementation (MAHC-III) procurement.



WHAT IS MAHC-III?



MAHC-III is a follow-on procurement to sustain and enhance a PeopleSoft platform.



MAHC-III SCOPE



MAHC-III support's IPPS-A's overall system integration, operations, help desk and development of HR capabilities.



WHAT IPPS-A NEEDS



IPPS-A Increment II is seeking companies that can sustain and enhance a PeopleSoft platform. Eligible offerors should know Agile and have a history of supporting development for PeopleSoft capabilities. IPPS-A also seeks innovative approaches to modernize MAHC-III, including modular contracting opportunities.
