Description
Western Area Power Administration (WAPA) is seeking potential sources capable of providing and installing a commercial off-the-shelf (COTS) Wholesale Power and Transmission Billing software. This sources sought is a government market research tool to determine if there are capable businesses that can perform the requirements. All interested parties are invited to respond to this announcement.

WAPA, part of the U.S. Department of Energy (DOE), is a federal power marketing administration that markets and delivers reliable, cost-based hydroelectric power and related services to wholesale customers in 15 states.

Desert Southwest Region (DSW). DSW serves preference customers in Arizona, California, and Nevada. DSW’s mission includes maintenance and operation of the high-voltage transmission system including nearly 40 substations and 3,100 miles of high-voltage power transmission lines that deliver power from power plants to its wholesale customers.

Rocky Mountain Region (RMR). RMR serves preference customers in Colorado, Wyoming, Nebraska, and Kansas. RMR’s mission includes maintenance and operation of the high-voltage transmission system including 80 substations and over 5,400 miles of high-voltage power transmission lines that deliver power from CRSP-MC and over 19 power plants to its wholesale customers. RMR also services the Colorado River Storage Project Management Center (CRSP-MC) in Salt Lake City, Utah. The CRSP-MC provides transmission services to facilities in Arizona, New Mexico, Colorado, Utah, and Wyoming.

Sierra Nevada Region (SNR). SNR serves preference customers in California. SNR’s mission includes maintenance and operation of the high-voltage transmission system including nearly 18 substations and over 884 miles of high-voltage power transmission lines that deliver power from 11 power plants to its wholesale customers.

Upper Great Plains Region (UGP). UGP serves preference customers in Montana, North Dakota, South Dakota, Minnesota, Iowa, and Nebraska. UGP’s mission includes maintenance and operation of the high-voltage transmission system including 100 substations and over 7,800 miles of high-voltage power transmission lines that deliver power from 8 power plants to its wholesale customers.

The software will produce positive and/or negative invoices for wholesale electric power, transmission, and related services for five WAPA regions, each with its own unique contracts and power billing requirements. The software will include Federal Financial Accounting Systems information in the accounts receivable and accounts payable subsidiary modules to generate invoice line items. The software will exchange data with other WAPA systems, including contracts, financial, metering and settlements systems.

The technical characteristics identified in Attachment 1 – Technical Characteristics (Attachment 1) represent the minimum requirements. If your organization can provide a product that can meet these requirements, you may indicate your interest in providing this product by providing the following information:
